I hope this email finds you well in this difficult times of Covid 19.

 

On behalf of KfW, I would like to share with you the final draft of the Separate Agreement (find attached) for our Social Protection Program for your review and input at your earliest convenience. As you are aware, together with the Ministry of Finance we are actively working on the finalization of the Financial and Loan Agreements and the plan is to sign them by the end of October. Therefore, for moving forward your timely input is very essential.

 

Herewith, I would like to give you some more explanation with regard to the separate agreement and information required. As you will see, the Disbursement Annex and the Procurement Plan are still empty because there are still open questions that need to be filled, please see below:

 

·         Final date of World Bank approval to the Project Operations Manual to be inserted

• Final allocation of the measures vis-à-vis the financing sources (see Annex 3)
• The actual need for support of individual consultants and the respective contract values (once this is clarified KfW can finalize the Procurement Plan with the Procurement Manager).
• Disbursement of consultants’ remuneration and audit (once this is clarified KfW can finalize the Disbursement Annex with Disbursement Manager):
  • Is MoILHSA able to finance the consultants’ costs and be reimbursed on a quarterly basis (preferred) or would we need to have direct disbursement to the consultants?
  • Financing of the international audit by Georgia/MoILHSA as counterpart contribution or under FC? If under FC, would Reimbursement be possible (preferred)?

 

I would like to once again express my gratitude for the fruitful cooperation and look very much forward to receiving the feedback from both ministries as early as possible.

 

Respective official letter will be sent to the Ministry of IDPs from the Occupied Territories, Laboar, Health and Social Affairs of Georgia.
