Thank you for your email and for the notes provided in the comments. I have replied in each comment box with the appropriate reply.
May I summarize the reply to all the concern of the legal dept in one paragraph.
The Ministry has no liability of any financial burden at all. We are buying the equipment. We are shipping the equipment in your name, this means that you will own the equipment legally and we have no claim towards it. But the only burden on your side is clearing the shipment from customs as it's legally the government property and transporting the equipment to Ruhki Hospital. Now if this transportation is a burden on the Ministry we have already taken contingency to pay for this cost also. When the equipment arrived in Ruhki, we required that our service officer would be present in order to unload it from its crate, prepare it and make it ready for use. We require that we trained the staff , We estimated this would take a week. The trainer requests the staff be all in one group or if not possible, then the trainer would do it in batches. The trainer is fully qualified and is paid from our club by contract for 2 years from the day of delivery. The trainer is also the service agent that will have monthly visits to maintain the equipment and software and make sure it is fully functional.
The service agent is liable to provide all spare parts needed FREE of charge as we are paying this extra to cover any risk on the Ministry. The service agent will be on 24/24 ready for any emergency needs and will coordinate with your staff on all procedures in time. During the 2 years we require that the service agent maintain and report the usage of the equipment to our club so that we can report to our funders that the machine is operational and functional and benefiting the community and to provide them with a number of beneficiaries. We have to report this for 2 years. Then we hand over everything to you. Then you have full responsibility on the continuation of this equipment to benefit the community and our club or our partners have no responsibility on it.
The main reason that we maintain it for 2 years is because of our Grant coming from Rotary International and our partners that they wish this equipment to be sustainable and continuous. I think it is in your favor that you maintain it to keep it serving the community.
We hope that this is acceptable. I think it is RISK FREE for you for the next 2 years which is rather great. We also hope after the delivery of this unit and your satisfaction we continue to serve you to do another Grant to buy needed equipment to the Ministry and to upgrade any need even buying hospital beds and supplies for COVID 19.
As a promotional part of this grant we are also providing Rotary Branded Face Masks to be provided to hospital guests/staff during the launching week and training week at the hospital.
If you would like to have more information on anything, please do not hesitate to let me know.
When it is possible, I would bring the equipment by Airfreight Via Dubai in the same flight I am arriving in as unaccompanied cargo and present the shipping documents and ABW to the Ministry by hand!!!
The status of our Grant is still in process, and I am sure by the end of this week, we shall get its approval from Rotary International as we have answered all questions raised by them. I may be the most experienced Rotarian in the club with 24 years experience plus a business man that was dealing with imports, exports and documentation and customs procedure and getting things done. That is the main reason I wanted the Ministry to handle Customs and delivery to the Hospital. Again, if you wish we will cover for the cost if we have a notice of the cost early so that it can be budgeted from the contingency account we have.

I wish to advise you that we have submitted the application for the Global Grant a few days ago. We are supposed to get a reply very soon. Previous cases for Covid 19 support took less than 10 days for approval and another 10dys to get funds into our account at TBC bank.
Before we can commit and payment to any supplier, we have to get the legal things done so we can have sommoth follow up and proper admission of funds into our bank account.

It is a real pleasure writing you today and wishing you well.
Rotary Club Tbilisi Ambassador is happy to announce the near closure of the Global Grant to supply the X-Ray Digital Mobile Unit. We obtained a new offer from the USA. It’s a refurbished General Electric product as in the attachment, in top excellent condition and will have warranty one year from supplier and will get another 2 year warranty from local source. So I need your kind permission for this unit as soon as possible.
We can get this Grant sealed before the end of the month, and usually approval because such medical equipment would not take much time for approval. So We expect that this unit be delivered to you in July or early August as it has to be shipped from the USA by air freight. The donors for this grant were mainly Rotary Clubs and Rotary Districts from USA, Netherlands, Germany, Italy, Switzerland, Luxemburg, Jordan and district 2452 which consists of (Armenia, Bahrain, Cyprus, Georgia, Lebanon, Jordan, Palestine, UAE and Sudan)
Furthermore, we need to make the ceremony for the MOU signatures as soon as possible as it a mandatory for Rotary Global Grant, unfortunately I would not be able to attend as I am still locked in Dubai and waiting to get final call as a resident in Georgia with Jordanian passport to get in without any restrictions. We also need the details on who would be the beneficiary so that invoices and bill of lading be issued in that name, so it can be cleared from Customs upon arrival with no delay.

We need some more specification for all the three medical equipment needed as we may be able to get one of each as far as they will reach the min amount of USD 30000.
In the mean while, can you pleas provide me with some more data on the hospital: how many beds, operation rooms, ICU beds, capacity and so on so I can start my executive summary for our Grant.
