Dear Volkan,

In the context of growing number of COVID-19 cases in the country, the Call Centre 1522 has been established to centralize the system of supervision of all diagnosed COVID-19 cases and related contact persons remaining in a self-isolation. The Centre operates under MoILHSA premises, on the minus 1st flour. Given the urgency of its operations, some essential communication equipment, including 50 basic computers were purchased with the state budget funding within very limited time.

However, there is a burning need to provide the Centre with at least 10 highly performing PCs to support analytic work of the Centre, which the state consolidated tender cannot supply.

Moreover, additional operators have been urgently recruited (this process is still ongoing ) to strengthen the human capacity of the Call Center to ensure growing number of calls from citizens are managed in effective and operationally rational manner. Additional number of specific licenses to ensure smooth operation of the new operators have been purchased within the state budget; Nevertheless, there is severe lack of state financial means to satisfy all related needs, among them, urgent procurement of specific headsets to equip Call Center operations

These needs were discussed with the PIU and sufficient justification were submitted officially.

Hereby, we request the Bank’s No Objection to allow procurement of the 10 PCs and 100 headsets (due to the Covid-19 cases, number of operators might increase by 50, in this case to avoid equipment sharing, 150 headsets will be needed) from the Loan managed through the Georgia Emergency COVID-19 Response Project, and support the Centre to become fully functional in the nearest future. – We believe that the budget line for related cost would be N7. COVID19/G/RFQ-07 / Procurement of ICT goods for public health facilities. At this stage we still have uncommitted funds, which we think will be enough for such procurement. The maximum allocated budget per headset would be USD 185, and per PC - USD 3500.
