მოგახსენებთ, რომ საქართველოს ოკუპირებული ტერიტორიებიდან დევნილთა, შრომის, ჯანმრთელობისა და სოციალური დაცვის სამინისტრო თანამშრომლობს ატომური ენერგიის საერთაშორისო სააგენტოსთან. აღნიშნული თანამშრომლობის ფარგლებში 2016-2018 წლებში განხორციელდა პროექტი - რადიაციული მედიცინის განათლებისა და ტრენინგის  სტრატეგიის შექმნის მიმართულებით (GEO/6/010 „Creating a Radiation Medicine Education and Training Strategy“), რომელიც ინიცირებული იყო დაავადებათა კონტროლისა და საზოგადოებრივი ჯანმრთელობის ეროვნული ცენტრის მიერ.

ამავდროულად, 2016-2017 წლებში სამინისტროს მიერ ინიცირებული იქნა შემდგომი ფაზის პროექტი (2018 – 2020 წლები) - ონკოლოგიური დაავადებების მკურნალობის გაუმჯობესება საქართველოში (GEO6011  - „Improving the Treatment of Oncologic Diseases“), რომლის ფარგლებშიც გათვალისწინებული იყო ატომური ენერგიის საერთაშორისო სააგენტოს მხარდაჭერით რუხის სამედიცინო ცენტრისათვის სხივური ამაჩქარებლის შეძენა (თანადაფინანსებით) და ადამიანური რესურსის მომზადება/გადამზადება. ამასთან, 2016-2018 წლების პროექტის ფარგლებში გამოთავისუფლებული რესურსით დაიგეგმა კვლავაც, რუხის სამედიცინო ცენტრისთვის რენტგენის აპარატის შეძენა.

რუხის სამედიცინო ცენტრის დასრულებისა და ექსპლუატაციაში შესვლის გახანგრძლივების გამო, 2019 წლის მარტში ატომური ენერგიის საერთაშორისო სააგენტოს შეფასებითმა მისიამ უარი თქვა რუხის სამედიცინო ცენტრთან დაკავშრებული გეგმის რეალიზაციაზე. ალტერნატივის სახით, სამინისტროსთან კონსულტაციებისა და ადგილზე შეფასების საფუძველზე, მივიღეთ შემოთავაზება

(1) ეროვნული სკრინინგ-ცენტრისთვის ძუძუს კიბოს სტერეოტაქსიური ბიოფსიის აღჭურვილობის შეძენის და

(2) ასევე, უნივერსალური სამედიცინო  ცენტრისათვის ზედაპირული რადიაციული თერაპიის აღჭურვილობის (ე.წ., SUPERFICIAL X-RAY RADIATION THERAPY (SXRT)) შეძენის თაობაზე 2018-2020 წლების პროექტის (GEO6011) ფარგლებში.

პროექტის რესურსი დიდი ალბათობით სრულად დაფარავს აპარატურის ღირებულებას, და სამინისტროს მხრიდან თანაგადახდის საჭიროება არ აღმოცენდება.

თქვენი თანხმობის შემთხვევაში, დავუდასტურებთ ატომური ენერგიის საერთაშორისო სააგენტოს, რომ შემოთავაზება მისაღებია. პასუხის გაცემა უმოკლეს ვადაში მოგვიწევს, რათა მოესწროს 2019 წლის პროგრამაში ამ თანხების ათვისება. სხვაგვარად, ეს თანხაზე ხელმისაწვდომობას დავკარგავთ.

Thank you for your prompt response and update. I trust that the new Minister will soon provide his positive feedback regarding the support for both centres.

 

Regarding cost-sharing: By looking at the project available budget, there are very high possibilities that the IAEA could cover all the costs if the equipment prices are not excessively high.

 

I would also like to take the opportunity to clarify that the IAEA adheres to the rules of international public procurement and all purchases undergo a competitive bidding using generic specifications, as no particular supplier can be given preference. An exception to this rule would only be possible if there is only one supplier available in the market and if there is a need for standardization/ compatibility with existing infrastructure at the hospital.

Many thanks for your e-mail and detailed proposal. Mrs. Nogaideli shared this proposal with me and we are having some internal discussion on these interventions. The proposal should be endorsed by the new Minister and we’ll provide immediate feedback as soon as this happens.

Meanwhile may I kindly ask if there are any cost-share requirements for the Ministry  within this proposal. I would appreciate your response on this point.

I hope this e-mail finds you well. I would like to start by apologizing for not responding directly to you before, but for some reason your e-mail was filtered and I found it today.

Regarding the requested assistance, after several discussions with IAEA Senior Management the following recommendation was made for your consideration. This response was sent to Ms Natia Nogaideli and Mr Vasil Gedevanishvili on 20.06.2019 (attached e-mail):

 

The following two initiatives were received from the country requesting IAEAs support under the framework of project GEO6010 "Creating a Radiation Medicine Education and Training Strategy":

1)        Strengthen the Oncological services of the Universal Medical Center through the procurement of a Superficial and Deep X ray therapy machine.

2)        Strengthen the breast cancer screening program of the National Screening Center through further staff training and the procurement of diagnostic equipment including a stereotactic breast biopsy machine.

 

After a careful analysis of these requests and of the ongoing technical cooperation programme in the country, the IAEA would like to inform you of the following:

 

Project GEO6010, which was approved for a period of three years (2016-2018), is now under closure stage. On the other hand, the start of project GEO6011 “Improving the Treatment of Oncologic Diseases”, which was approved for the period 2018-2020, is delayed due to a change of circumstances in the country and its cancellation is being considered.

 

Taking these facts into account, the only viable solution for supporting these two new requests, would be to extend the scope of project GEO6011 and implement them under the framework of this project. For the Screening Centre, this would signify an immediate action for initiating the training arrangements and procurement process, while for the Universal Medical Center, an expert mission would be required for assessing the needs and the existing technical competencies of the staff and infrastructure. This information is necessary for confirming the viability of the requested technical support. In the case of a positive assessment, a plan would be developed together with the designated project counterparts for implementing the assistance.

 

Please be so kind to analyse this proposal and let me know your agreement to immediately proceed with the adaptation of project GEO6011.

Since this project has cero implementation, there is a high risk that the 2019 funds will be removed if no action is taken soon.

With this letter, I would like to inform you about our opinion regarding Project GEO6010 “Creating a Radiation Medicine Education and Training Strategy”.

 

As we know, it is not possible to purchase the X-ray machine for the Rukhi hospital due to known reasons. Accordingly, our goal is to use the existing sources within the Project GEO6010 to develop another state hospital in the direction of Oncology.

 

In Tbilisi there is located a Universal Medical Center (formerly the National Center for Oncology), which is the only state hospital in Georgia providing Oncological services at this stage (2nd clinic will be hospital of  Rukhi, which very soon will start operating). Consequently, strengthening this clinic is a high priority issue for the country.

 

Therefore, our and personally Minister’s request is, if possible, to help strengthen the Universal Medical Center. In particular, at this stage it is very necessary to buy the equipment - XStrahl 300 - for this clinic. Currently we do not have such kind of equipment in Georgia. Detailed information about the need for the device can be seen in the attached file.

 

Please let us know your opinions about the using the existing sources from previous year project to equip the Universal Medical Center and purchase the XStrahl 300 for the clinic.
