As for the topics, thanks
for your kind proposal, but I am afraid the list of my questions is quite
broadJ allow me, please, to
mention main issues of my interest and let’s see how much we are able to cover
and accomodate:

First of all, I would
like to enquire how the entire system is organized and works, when it comes to
State regulation of the labor migration – on policy level, legislation and
implementation. What is your experience and lessons
learnt.
-
I’ll appreciate if it is
possible to see the structure of the NEA, with an accent on its labor migration
unit/department; namely, how many people are working on labor migration, what
are their functions and main qualification requirements to fulfill these
functions.
-
In this respect of course
it is important to know what is the structure and functions of the relevant
policy department within the Ministry; and what is established best practice
of coordinated actions/cooperation between the labor migration units/departments
of NEA and Ministry.
-
How you regulate
cooperation with private employment companies and what are the conditions of
licensing.
-
Stemming from your
experience, what is the most efficient and best way to communicate with the
citizens within the country on labor migration possibilities – including: a)
strategic communication about the benefits of this issue, as well as - b) proper
and correct communication in order to manage expectations; c) communication in
order to elaborate a good data-base/registry of potential migrants; d) best ways
for informing about concrete vacancies and working possibilities abroad. – How
much did you use TV/online means/regional representations/or any other means for
this purpose.
If you have any public
document available in English or Russian and can share, it would definitely be
of an additional help (legislative acts, structure charts of relevant
institutions, document defining functions etc.)

colleague and friend, Moldovan Ambassador to Estonia H.E. Mrs. Inga Ionesii to
contact you, to share Moldovan experience on organizational system and structure
to manage temporary legal labor migration.
I’ve visited ANOFM web-page and
