Many thanks indeed for sharing the comments from the various ministries. Herewith I will reflect on all the comments, per the ministry/agency that raised them.
IOM’s observations to those comments are highlighted in red:
Ministry of Internal Affairs
1)
This is the wording from the AP: training of border guards on pre-boarding screening. Also the activity is closely linked with the legislative developments
Thank you, this is well noted and the wording will be reflected in the revised SBMMG project document.
2)
Meaning training of police attaches that are deployed to EU MSs (envisaged by the Action Plan)?
Yes, this is indeed what was meant.
3)
TAIEX expert visit outcomes need to be also taken into consideration.
We will certainly take those into consideration and reflect them in the revised SBMMG project document, provided the publication of their findings will come before the EU expects IOM to submit the revised SBMMG project
document. If not, then we will take them on board during the actual implementation of activities.
4) The MIA has other options too for the procurement of equipment: E.g. Face recognition system/cameras that will be installed at the Border Crossing points (airports) and verify identification of Georgian
citizens
This is well noted and was discussed in some detail during the meeting on the 23rd. Tentatively, this activity has been included under the SAFE programme.
Ministry of IDPs from the Occupied Territories, Labour, Health and Social Affairs
1)
Obtaining information on potential partner countries in the sphere of temporary legal employment (circular
migration) abroad (labor market, existing regulations and etc.).
·
Give priority to the countries of destination of our citizens (Germany, Italy, Greece and etc.).
2)
Assistance to improve the labor migration state regulatory system (at legislative, institutional an implementation
level).
3)
Assistance on development of the
Web portal
on labour migration
+ electronic database of potential migrant workers (including through technical assistance/trainings).
4)
Assistance on elaboration of communication campaigns/methodology on labour migration regulations and respective schemes
of temporary legal employment abroad.
Activities 1, 2 and 4 have been foreseen and are fully covered by the SBMMG project as in its original design. Additional funding is not required for IOM to support those activities.
As concerns Activity 3, IOM looks forward to receiving more details on the exact needs of the Ministry and identify resources under the SBMMG’s original project design (most likely this would concern
SBMMG’s so-called ad-hoc facility), provided the EU agrees to funding this IT instrument.
Ministry of Foreign Affairs
1)
Please consider, that some support might be needed in technical capacity building, which includes renewal of material and technical equipment and further development (updates) of the softwares
used in the Consular Activities.
Thank you. Please note that the original set-up of the SBMMG project contains a number of activities directly aimed at the technical capacity building of the MFA, namely:
1.2.1 Training of MFA consular officers
Training will include risk assessment of applications, the effective assessment of documents submitted in support of visa applications and training on assessing travel documents for evidence
of falsification. Suitable equipment will also be procured to ensure that document examination is carried out in the most efficient way possible.
2.4.3 Provide IT support for developing Georgia’s Consular E-Service Portal
IOM will hire the services of specialized IT experts and a local subject matter expert for an expected period of 12 months, for the following purposes:

To finalize the technical separation of the RCMES from the other modules of the Consular E-Service Portal, ensuring that the RCMES can fully function as a stand-alone module and be maintained in a manner
independent from the Consular E-Service Portal.
·
Optimization of the functions available on the Consular E-Services Portal to ensure that the various modules of purely consular nature (such as the modules for notary acts, document legalization, return
documents, etc.) are technically separated from and can function independently from those functions that are delegated by the PSDA to Georgia’s Consular representations abroad (such as applications for passports and identity cards).
2.4.4 Development of a user manual on the Georgian Consular E-Service Portal
2.4.5 Training-of-trainers for consular officers on usage of the Georgian Consular E-Service Portal
If more support is required then please let IOM know the details of it, so that we can consider (in coordination with the EU) using additional funds already available as per the original project design (talk is again
about the ad-hoc facility).
