I thought about the following points: Example for ToRs for similar tasks, example for a Word Bank project similar to this that we have executed in 2013, example for a KfW funded project similar to this that we did in 2015, experiences in other similar projects with investments funds (e.g. with the Bill Gates initiated 1 Billion USD fund for emerging countries, formally Abraaj-Evercare, now TPG Evercare).
