Dear Nika,

We are informed by Paloma that the inception meetings have developed smoothly and that the team is therefore fully briefed on the project needs and challenges, and engage in undertaking their tasks to ensure a successful implementation. In line with the discussions held with Paloma and with the team, we would very much appreciate it if you could confirm the following agreements/views:
 
- On the issue of the experts’ work during weekends, we understand that an agreement has been reached with the EUD and the beneficiary so that at least for the first two missions weekend days are considered working days, particularly in view of the very tight deadlines up until December. The situation will be reassessed after the first two missions and further requests may be made for the experts to work on weekends while in Georgia. If you could confirm that this is correct we would appreciate it.

- On the use of the reimbursables and in particular the budget lines for ‘local support service’ and ‘workshops’, we noted that no specific pre approval is required before use. Could you confirm?

- On the issue of local support, we understand that it is ok to engage local assistants in supporting the team for tasks necessary to ensure smooth development of the project, i.e. interpretation, translation, workshop organization, etc. No timesheets will be necessary for these local support, only the invoices detailing the services provided.

- Also related to translation, we confirm that in order to ensure an independent translation/interpretation, we are engaging a local company rather than individuals. The company selected comes highly recommended, has worked extensively with donors (including the EC) and can provide the sort of specialized technical translation needed for this project.

- Last but not least, we were hoping that as discussed with Paloma you could confirm that we are registered with the Revenue Authority as VAT exempted so that we can provide this document/information to the local service providers and they can therefore invoice without VAT

Let me intervene to this correspondence. We at the EUD to Georgia do not consider that according to the ToR the weekends are the working days – we do not accepted the weekends as working days except the cases when beneficiary institution requests  it. It is pity that this question raised  only now, very close to the 1st mission starting date as we could  clarify it at earlier  stage. It also contradicts the  SIEA 2018-  guidelines,  global  terms of reference and general conditions. Thus please reschedule the agenda accordingly. Please also note that travel days are not considered as working days.

Thank you for your feedback on the mission agenda.

 

With regard to the weekend days, we would like to draw your attention that according to the Terms of Reference, weekends are working days.  During the tendering phase it was clarified that no home based work is allowed (clarification 1), and the mission dates provided in the Terms of Reference coincide exactly with the number of working days allocated to the experts. Therefore, weekend days in Georgia must be working days to be devoted to drafting. Our methodology and work plan were therefore drafted on this same principle, considering weekend days as working days.

I am back form leave and happy to see that contract has be already countersigned the. Beneficiary  also confirmed their availability from 20th Setpmber0nwards. Provided that  20th September is Friday, we would recommend to start mission/meetings from 23 September onwards.
