I forwarded you an emil from Dorothy Shaw  which you may not understand at all.
It is that President Trump has announce his opposition to including SRR, gender equality, woen empowernment, etc, in any UN document.
The next important one which willt be presented to the General Assembly is on Universal Health Coverage,   and Georgia is one of two "co-facilitators.
If you have ties with some body who can influence the position of Georgia to keep the current wording as suggested by Dorothy it willnbe a great help

please see latest update on the rapidly evolving draft of the declaration for UNGA. The co-facilitators are Thailand and Georgia. I believe our messaging to in-country colleagues on this one could be simple.
Keep the SRHR wording in para 65 of the declaration at UNGA on UHC as previously agreed to in  ICPD.
This is critical. We can indicate who is on side and who the co-facilitators are and who is opposed or vulnerable….?
What do you think?

Following our message yesterday, we would like to share with you the latest from New York with many thanks to Laura Laski who is following the negotiations on ground.
 
Co-facilitators released a revised draft (version 4)of the declaration yesterday. We have attached a copy of the draft for your information. It is important to note that language on SRHR/ para 65 remains unchanged i.e. as was originally proposed:
 
“Para 65: Ensure universal access to sexual and reproductive health and reproductive rights in accordance with the Programme of Action of the International Conference on Population and Development and the Beijing Platform for Action and the outcome documents of their review conferences, including universal access to sexual and reproductive health-care services, including for family planning, information and education, and the integration of reproductive health into national strategies and programmes, and recognizing that the human rights of women include their right to have control over and decide freely and responsibly on all matters related to their sexuality, including sexual and reproductive health, free of coercion, discrimination and violence, as a contribution to the achievement of gender equality and the empowerment of women and the realization of their human rights”   
    
There were negotiations on the SRHR para but each side reaffirmed their own positions. At this point in time, Co-facilitators expect countries to negotiate bilaterally. Negotiations will resume on Thursday to give time for possible bilateral contacts. If there is no progress, then the co-facilitators will call a meeting of Ambassadors next week.
 
Synopsis of country/ bloc positions below: 
 
  • The biggest champion for para 65 (erstwhile para 63) has been The EU. They have maintained a firm position and have no intention to negotiate (as yet)  
  • India has been neutral and keen on the TRIPP agreement. We thank Ms Sudan, our Vice Chair for her intervention re India’s neutral position  
  • Egypt within the African group has presented an alternative paragraph 65 (erstwhile para 63). The text is a mix of 3.7 and 5.6 but the EU doesn’t want to negotiate  
  • China is not participating
  • Para 65, as it stands, is not acceptable to The US, Malaysia, the Holy See and Guatemala
 
For now, it is good that para 65 has not been touched but there is also a potential risk (thanks, Anders, for raising it) of pressure on co-facilitators which may force them to open the para for modification. Our collective efforts should be to ensure that co-facilitators remain strong and if there is a possibility to influence the bilateral conversations to protect para 65 please leverage your networks to do so.

As promised during the Board Meeting, an update on the negations on UHC Political declaration below. The following paras in the current version of the draft remain unresolved. Attached with this email is a compilation of text that co-facilitators have proposed on the same outstanding paragraphs as well the draft declaration:
 
1. paragraph 40 - taxation
2. paragraph 46 - transparency in pricing
3. paragraph 63 - sexual and reproductive health and reproductive rights
4. paragraph 65 - no one left behind/migration
5. paragraphs 75-76 - follow-up
 
As expected the co-facilitators’ proposal on the SRHR para was substantially changed, it includes only language from the SDG target 3.7 as agreed in the last WHA session in May. The Co-facilitators organized a meeting (on Friday 12th of July) at the Mission of Thailand for an informal discussion among interested delegations on the outstanding paragraphs. Countries who were a part of the discussion include: Brazil, India, Morocco (African Group), Japan, Russia, US, EU +UK, Mexico, Argentina, Holy See, Uruguay, Norway, CANZ, Switzerland, Indonesia, China, Cuba, Guatemala, Belarus, Saudi Arabia, Malaysia and Hungary.
 
At this point in time, it would be very important to reach out countries with the message to support paragraphs as included in the UHC - compilation text document (attached).
