Dear Tamar,

 

It is to follow up on our meetings and discussions on the development of the National Health Strategy during my mission earlier this month. 

 

The meeting with Madam Minister, in addition to the stakeholder interviews were very much helpful (thank you again for your support in arranging those appointments). Therefore, I was able to present the process of strategy development and the detailed outline of the strategy document in the meeting of the UHC Board on 9 March 2020. 

 

In accordance with the technical discussions, we have drafted the following two documents:

  • Strategic concept for the National Health Strategy - The document is built upon the presentation given in the UHC Board meeting and the NHS outline prepared/submitted to the Ministry of Health earlier, and reflects recent discussions with the management of Ministry of Health. The document presents the country context, conceptual approach to strategy development, and recommendations for the strategy framework. The document, however, is not supposed to present the methodological approach to strategy development/writing; that was provided in the document called Guide to developing NHS. 
  • Section on Stategic Goal 2 Ensure adequate and sustainable funding and improve efficiency of health financing - The document is based on the NHS outline presented to and approved by the Ministry of Health and the UHC Board. Further, at the request of Madam Minister we prepared this section separately from the sections on the other strategic goals, which will be drafted together with the experts of the Ministry of Health. Further to its specific technical content related to health financing, this document might help the strategy writers to align the other sections to the proposed structure of the strategy document. 

Please find attached the above-mentioned documents. Your comments and further suggestions are welcome. 

 

Please also note that I am now preparing my next missions to Georgia in accordance with the work plan for NHS development. Mission schedule and other details will follow in different message shortly.

Many thanks for your e-mail and follow up. It sounds really great that we will have a number of consultative meetings to formulate strategic directions and discuss top policy priorities. Last week I had a chance to discuss with Lika about the importance of having all internal and external stakeholders identified and engaged with us during the strategy development process.

Initial meeting will be within the ministry, however we would need to extend the list to parliamentary committee for health and social affairs, service providers (hospitals and primary care clinics), professional associations and civil society actors.

These initial two meeting would allow us to set the scene

1. Meeting with the Minister of Health

Date: 22 or 23 February

Participants: MoIDPLHSA (Madam Minister, Deputy Minister, other, tbc); PAR Project (Team Leader, SNKE Policy Planning, SNKE Health Policy and Strategic Planning, JNKE Health policy and Strategic Planning)

Purpose: Introduction of TL; Discussion of collaboration; Discussion of NHS development; Next steps of NHS development

 

2. 1st Meeting of technical working group 

Date: 23 or 24 February 

Participants: MoIDPLHSA (Madam Minister, Deputy Minister, internal stakeholders/departments, tbc); PAR Project (Team Leader, SNKE policy Planning, SNKE Health Policy and Strategic Planning, JNKE Health policy and Strategic Planning, while SNKE Developing and Costing Action Plan may join online)

Purpose: Presentation and discussion of NHS development (please see more details in the updated work plan)

 

In my opinion this should be followed by a set of consultations with external stakeholders listed above. We can develop the schedule and inform them about the upcoming consultations before your arrival.

We could work with Lika on developing the agenda and key questions to be addressed during these consultations.

The work plan primarily focuses on the NHS development, while a separate document will present the methodology for developing and costing the Action Plan. Therefore, the activities corresponding with latter may require further adjustments accordingly.
