Thanks for your e-mail and follow up. Glad that we now have Ms. Kvaratshkelia and Ms. Berdzenishvili on board, so they can assist with finalizing the strategy document. I am sorry to hear that the meeting yesterday caused some confusion. My understanding and expectation of their roles is exactly as you describe in your e-mail. As for the next steps.
1. We need to decide which language to use for finalizing the strategy document. (a) English or (b) Georgian. In any case the document should be aligned with the outline required by the cabinet for strategy documents. The technical team may choose to finalize the English version and then have it translated into Georgian language. Or take the English draft and develop the Georgian version in line with the strategy outline (by cabinet). As we are limited in time, I think it would be faster and more efficient to develop the Georgian version, based on the draft English document. It is very unlikely that the WG comments would make us to rewrite the whole paper all together. Most of the comments have already been provided. We will work together and will seek your advice on how to incorporate comments into the draft.
2. Yes, Ketevan and myself will meet Diana to explain the process.
3. I would prefer to finalize the strategy draft first, Sure, Eka will work with you on the action plan development with relevant targets.

Dear Tamar
As it seems that there is some misunderstanding, I would like to confirm that we have hired Diana Kvaratshkelia as the technical writer to write the strategy in Georgian, and that Eka Berdzenishvili works for us to support her as our mental health specialist. I am also supporting them.
In order to know our mandate after the last meeting of the working group, where the members of the working group wanted to review and change the strategy, I understand that you wanted to accelerate and I would like to propose and ask a green light for the following:
1) Can Diana as technical writer begin the writing of the strategy in Georgian without waiting for amendments from the working group, based on our draft? I hesitate to ask her to do it because I would not like that she has to entirely rewrite it later under the instructions of the working group if there are substantial changes, we will not have the resources.
2) Can Ketevan, who is specialist of writing strategies in the ministry, have a (virtual or real) meeting with Diana this week or next week to agree on the way she can assist and advise Diana in her activity? She could write directly to Diana and propose this appointment if she agrees.
3) Can I begin to write the first action plan, even if the working group has not advanced on the strategy? In this case I think I will need Eka Adamia's help in 10 days, I think. And I hope that the working group will not change everything.

As requested by Minister Tamar Gabunia, we need to present rapidly an annex with the budgetary impact of the proposed strategy in order to be able to finalize it. You remember that Minister Tamar Gabunia has indicated in our recent bilateral meeting before the meeting of the mental health committee that somebody in charge of finances/budget from the Ministry would help us by providing unit costs for different services and structures. Could we get the contact information of this person? We can work in English or in Georgian, with Natalia's support.
