Dear Nino and colleagues,
I have reviewed the draft SEP for AF vaccine. Overall, the document is good. The comments I provided in the attachment serve to enhance its quality and also to address/preempt certain concern which NGO recently raised about WB funded COVID-19 projects. More specifically, NGO carried out a review of SEPs for COVID projects around the world and questioned open consultation process, engagement of vulnerable and minority groups, discourse of SEPs in countries and adequacy of grievance mechanisms to handle GBV/SEA/SH complaints.
You will see e that my comments seek to enhance clarity around some of these issues.
We are still in the process of reviewing the ESMF. For the sake of time, I suggest that you start addressing comments on SEP.
As you know draft SEP, ESMF and ESCP will need to be disclosed in English and Georgian before the ROC meeting. I would suggest to start making translation arrangements.

As a follow up to our previous exchange, I am sharing the following documents which may be helpful when revising the ESMF and SEP to adjust for the vaccine Additional Financing.
1) Template for the ESMF for vaccines projects – please, see the text marked in red – these areas need to be addressed and revised in the existing COVID ESMF
2) Example of SEP for a vaccine project – please, treat it only as example, so you can see how can the existing COVID SEP be revised to adjust fo the vaccine component. SEP should specifically address the issues that vaccines reach out to disadvantaged and vulnerable groups after identifying their barriers to access. Stakeholder engagement is key to communicating the principles on fair, equitable and inclusive access and allocation of vaccines, reaching out to disadvantaged and vulnerable groups, overcoming demand-side barriers to access (such as mistrust of vaccines, stigma, cultural hesitancy), and creating accountability against misallocation, discrimination and corruption. These issues should be addressed in detail in a Stakeholder Engagement Plan (SEP), and referenced in the ESMF.
The attached Georgia COVID-19 Vaccine deployment plan includes some critical points which should be included/referenced both in the ESMF and SEP.
We would appreciate if you could looks at these documents before our meeting on Monday.

Hope all is well. To process this AF for vaccinations, the PIU will need to update the existing ESMF and SEP to reflect the vaccine component.
I would suggest to organize meeting on Monday, March 22. Please let us know if PIU E&S team would need to be available on Monday at 2pm TBS time.
Darejan and I will send a sample ESMF and SEP for vaccines projects separately. In short, to process this AF, the MoILHSA will need to disclose draft updated ESMF and SEP in Georgian and English, before Decision Meetings and to carry out consultations and finalize the ESMF and SEP before AF approval.
Unlike the original Emergency COVID-19 projects, the AF for vaccines is not processed under emergency procedures, so we need to follow the standard WB processing procedures and complete all ESF documents before AF approval.
Hope we can discuss more on Monday.
