I hope my mesage finds you well.
I am writting to you to update you on the current state of play regarding the resale of Astra Zeneca vaccines.
We have received preliminary drafts of a tripartite (AstraZeneca, Poland and receiving country) and bilateral (Poland and receiving country) agreements from the European Commission (which facilitates the process at the
EU level) and we are currently working with our EU partners, AstraZeneca and lawyers on optimal formula for reselling the vaccines. I hope that soon the agreements will be preliminarily agreed and we will be able to send them to you for comments / approval.
The legal aspect is one of the elements that has to be taken care of to move forward with the resale. The second one, much more difficult, is the actual delivery volume under the EU contract which affects the possible
timeline of resale.
We do hope that the volume of deliveries in the second quarter of 2021 will allow us to finalize the resale. As nothing is a 100% sure, we have to be realistic –
we do not think this will happen before May – June.
We would be more than happy to start this process earlier, but without sufficient number of vaccines delivered it is impossible to move forward.
We are open to any changes to this plan once the overall situation improves. We will keep you informed on how the situation evolves.
We will continue the work on draft tripartite agreement between Poland, Astra Zeneca and buyer country and bilateral agreement between Poland and buyer country – we will send to you both agreements when they will be
preliminarily prepared.
I hope we will be able to share with you further information soon.

Thank you for your message and apologies for coming back late with reply – it is very hectic period for us.
As to your query – after consulting with our MFA and the management of my Ministry – at this stage we would like to keep the issue of resale between our respective governments only.
I am aware that the issue became public – for your information – this was shared without consultation with us and we do not believe it will help the process in the long term, especially bearing in mind the difficulties
with Astra Zeneca deliveries, which are currently the biggest challenge.
Astra Zeneca still has not presented a schedule beyond April 2021 under the EU agreement, and deliveries for the first quarter are far below the commitments under the agreement with the EU Member States.
As to the resale - together with the Commission we are working on the relevant documents (draft agreements), it is not that easy as we thought it will be since they have to be adapted for the third countries resale (with
a view of not so easy talks with the company).
I hope that we will be able to present draft soon.

Today , Polish Press Agency (PAP) wrote that the EU commission is assisting Poland in reselling 1.2 million doses of AstraZeneca vaccine to Ukraine. Once this topic is becoming public
wanted to know, would it be possible that we also say something publicly about the promised support we are expecting to have from Poland? I would greatly appreciate if you could check this possibility with your management and get back to us. Once there is
a green light on that issue, together with the Polish Embassy in Tbilisi we would start thinking how to deal with the topic.
