ქედის მუნიციპალიტეტის საჯარო სკოლებში ენერგეტიკული და ენერგოეფექტიანი ტექნოლოგიების დანერგვა-გაუმჯობესების ხელშეწყობისთვის ურთიერთგაგების მემორანდუმი გაფორმდა

Memorandum of Understanding Signed to Boost Energy Efficiency of Keda’s Public Schools

აჭარის ავტონომიური რესპუბლიკის განათლების, კულტურისა და სპორტის  სამინისტროს, CENN-ს, დემოკრატიის ინსტიტუტსა და ქედის LAG-ს შორის, ქედის მუნიციპალიტეტის საჯარო სკოლებში ენერგეტიკული და ენერგოეფექტიანი ტექნოლოგიების დანერგვა-გაუმჯობესების ხელშეწყობისათვის ურთიერთგაგების მემორანდუმი გაფორმდა. მხარეები შეეცდებიან, გააძლიერონ თანამშრომლობა სოფლის განვითარების საუკეთესო საერთაშორისო და ევროპული პრაქტიკის, მდგრადი ინკლუზიური ეკონომიკური ზრდის, სოფლად ბუნებრივი გარემოს და სოციალური პირობების გაუმჯობესებისა და ადგილობრივი სოფლის მოსახლეობის კეთილდღეობისათვის. მხარეები იმოქმედებენ ადგილობრივი, რეგიონული და ეროვნული ინტერესების გათვალისწინებით.

მემორანდუმი გაფორმდა პროექტის „ქედა ლიდერი“ ფარგლებში, რომელიც განხორციელდა ევროკავშირის ფინანსური მხარდაჭერით და პროექტის „ტყის მდგრადი მართვა კლიმატის ცვლილების მიმართ გამძლე სოფლის განვითარებისათვის“ ფარგლებში, რომელიც ხორციელდება ავსტრიის განვითარების თანამშრომლობის (ADC) ფინანსური მხარდაჭერით.

მემორანდუმის თანახმად, მხარეები, ერთობლივი ძალისხმევით, ხელს შეუწყობენ ენერგეტიკული და ენერგოეფექტიანი ტექნოლოგიების დანერგვას ქედის მუნიციპალიტეტის საჯარო სკოლებსა და სოფლებში, რაც გულისხმობს სკოლების ენერგეტიკული უზრუნველყოფის გაუმჯობესებას შემდეგი მიმართულებით: გათბობის ცენტრალური სისტემების დაპროექტება და განახლება, სკოლების დათბუნება ენერგო-დაზოგვის მიზნით, ენერგეტიკული ღუმელებითა და ჰელიო-სისტემებით სკოლების უზრუნველყოფა, უსაფრთხოების სისტემების სტენდების მოწყობა, ენერგო-სისტემების მართვის შესაძლებლობების გაზრდა სკოლის ადმინისტრაციისთვის, სკოლებში არაფორმალური განათლების შეტანა ენერგეტიკის მიმართულებით და სადემონსტრაციო ცენტრების შექმნა სოფლის მოსახლეობისთვის.

მემორანდუმის ფარგლებში, CENN უზრუნველყოფს ქედის მუნიციპალიტეტის საჯარო სკოლებისთვის ენერგეტიკული და ენერგოეფექტიანი ტექნოლოგიების დანერგვა-გაუმჯობესებისთვის საჭირო ინვენტარის შეძენასა და მონტაჟს და თემის ცნობიერების ამაღლებას.  ხოლო, აჭარის ავტონომიური რესპუბლიკის განათლების, კულტურისა და სპორტის სამინისტრო თანახმაა უზრუნველყოს: სკოლის ადმინისტრაციის, მასწავლებელებისა და მოსწავლეების მობილიზაცია როგორც ტექნოლოგიების, ასევე ცოდნის ეფექტური მიწოდების უზრუნველსაყოფად, ქედის მუნიციპალიტეტის ყველა სკოლისთვის CENN-ის მიერ მიწოდებული ჰელიო-სისტემების მონტაჟი/ორგანიზება, CENN-ის მიერ ადგილზე მიწოდებული თბიოიზოლაციის საშუალებების მონტაჟის ორგანიზება და ინიციატივის ფარგლებში მომზადებული პროექტების განვითარება და განხორციელება.

დემოკრატიის ინსტიტუტი განახორციელებს ცნობიერების ამაღლების ღონისძიებებს და სხვა საგრანტო პროექტების გავრცელებას უზრუნველყოფს ამ მიმართულებით.

ქედის ლაგის ვალდებულება მოიცავს ენერგეტიკული და ენერგოეფექტიანი ტექნოლოგიების ყოველწლიური მონიტორინგს, შედარებითი ანალიზის განხორცეილებას (ტექნოლოგიების დანერგვამდე და მის შემდეგ), და გამოცდილების გაზიარებას სხვა LAG-ებისთვის და ლიდერ მუნიციპალიტეტებისათვის.

მემორანდუმი გაფორმდა ოთხი წლის ვადით.

A Memorandum of Understanding was signed between the Ministry of Education, Culture and Sport of the Ajara Autonomous Republic, CENN, Institute of Democracy, and Keda LAG on the introduction of energy-efficient practices in Keda schools. All signees seek to strengthen cooperation to support rural development according to best international and European practices, sustainable inclusive economic growth, improvement of natural environment and social conditions in rural areas, as well as the well-being of the local rural population. They do so by considering local, regional and national interests and acting accordingly.

The Memorandum of Understanding is initiated in the framework of the project Keda LEADER, which was implemented by CENN with financial support provided by the European Union (EU) and the Austrian Development Cooperation (ADC) funded project ‘Promoting Sustainable Forest Management for Climate Resilient Rural Development in Georgia,’ implemented by CENN.

According to the memorandum, the parties will promote joint efforts for: Energy efficient technology transfer and installation in the rural public schools of Keda Municipality, which includes the improvement of energy supply through the following means;  Design and improvement of central heating systems and school insulation for the reduction of heat loss; The procurement and installation of energy efficient stoves and Helio systems; The installation of fire safety standards; Increased energy management capabilities for school administration; Introduction of non-formal energy education in schools; and the establishment of demonstration centers for the rural population.

Within the frames of the MoU, CENN will procure and install the equipment needed for introducing energy efficient technologies to public schools in the Keda Municipality, and will also carry out awareness-raising activities in the schools and their communities.

The Ministry of Education, Culture and Sport of the Autonomous Republic of Ajara in turn promises to mobilize the school administration, teachers and students to ensure the efficient delivery of both technology and knowledge; install solar power systems (delivered by CENN) in all schools in the municipality; organize the installation of the insulation materials (delivered by CENN); and develop and implement projects prepared within the framework of the initiative.

In parallel, the Institute of Democracy will facilite awareness raising activities on energy efficient technologies in Keda’s public schools in cooperation with the Ministry of Education, Culture and Sport of the Autonomous Republic of Ajara. They will further share other grant project information related to the introduction and use of the new technologies in Keda’s schools.

KEDA LAG, meanwhile, will monitor the installed energy efficient technologies in those schools, analyze the “before and after” of introducing energy and energy efficient technologies in the schools, and will share its experience with other LAGs and LEADER municipalities in Georgia.

The MoU is set to last four years.
