thank you again for your participation in the Government of Georgia (GoG) - World Bank (WB) Joint Portfolio Performance Review (JPPR) held on October 1, which aimed at reviewing the status of our ongoing projects, monitoring progress, and agreeing on a set of workable and time-bound actions to improve the pace of implementation and disbursements, and ultimately help us achieve the projects’ development objectives.  I am pleased that some of the key issues discussed during the meeting have already been resolved; however there are still a number of high-level issues which impact the portfolio performance and require closer supervision from the GoG and WB sides. I want to use the opportunity of this email and bring the following actions to your attention, which are to be completed by CoB today, October 20th, and October 30th:

 

October 20th:

  1. MOF to submit official request for restructuring (Secondary Road Asset Management Project)

 

October 30th:

  1. The RD to prepare a Root Cause Analysis and Safeguards Corrective Action Plan (East-West Highway Corridor Improvement)
  2. The RD to complete Needs Assessment/Gap Analysis and share with the Bank (East-West Highway Corridor Improvement)
  3. RD to finalize recruitment of H&S Audit (Third Secondary and Local Roads Project)
  4. Georgia Amelioration to prepare budget and roadmap for DSEPP implementation (Irrigation and Land Market Development Project)
  5. MEPA and Georgian Amelioration to inform the authorities to notify the respective owners on potential risks and pro-activity measures (Irrigation and Land Market Development Project)
  6. MDF to revisit the implementation schedule and provide the revised timeline (Third Regional Development Project)
  7. The new list of investments for the second batch to be shared with the Bank (Second Regional and Municipal Infrastructure Development Project)
  8.    MOF to request for TGSP closing date extension (Transmission Grid Strengthening Project)
  9. GSE to deploy additional staff to support land registration process to the Project affected people (Transmission Grid Strengthening Project).
  10. Completion of the removal of the bankruptcy protection regime (Energy Supply Reliability and Financial Recovery Project)
  11. MOF to request the Project restructuring to close the financing gap of $5 million under TGSP (Energy Supply Reliability and Financial Recovery Project)
  12. PMU of MESCS to submit revised Project Operational Manual for Bank’s approval (Georgia I2Q)
  13. MDF to finalize with PMT staffing (Georgia I2Q)
