Thank you very much for sharing the report. I have read it and provided my comments. It is always beneficial to have an external evaluation, especially when the next phase intends to improve all flaws of the first stage. I would like to thank Peter for his good job and it will be useful to consider the findings of the evaluation in future.
I should admit that It would be more helpful, if majority of the statements could have been explored a bit deeper; the reasoned arguments would support the statements and become more useful for future. Without the evidences, the report has a format of 'collecting opinions' of the stakeholders rather then evaluating the pros and cons of the process thoroughly. As I understood, due to time constraints, the expert did not have time to analyse the pilot as a dynamic process (how we started and what we were changing and etc.) that’s why it’s difficult to see the progress (some information in the report refers to the ‘early stages’). Did the expert has an opportunity to have interviews with the pilot participants and representative/s of the ministry? Their standpoints are missing or it’s me and I miss this information (my apology, if I missed something).
It has been a very interesting and challenging process, we all learned a lot and and have more interesting way ahead to complete this important work together with persons with disabilities.
