As you have been informed, the event will take place on Friday 11th December between 10.00 and 13.30. Further to my email of last week concerning the agenda revisions proposed by the MoESCS, and a meeting yesterday evening with DM Tamar Kitiashvili, I am writing to inform you more fully of what the Ministry is requesting from the VET donor community.

  • Firstly, the event is not intended as a typical donor coordination event, but as a dialogue between the MoESCS and donors on key skills development issues;
  • It will be organized in the format of three panel discussions, each starting with a short introductory presentation (7-8 minutes) from a representative of MoESCS, each with 3 or 4 slides. Each panel session will last for approximately 70 minutes;
  • The three panels will each include approximately 6 donor representatives, and the MoESCS has proposed the involvement of particular donors in each panel because of links between their programmes and the discussion topics;
  • Following the introductory presentation, panel members will be asked to respond to the issues raised by the MoESCS representative (approx. 5 minutes per donor).
  • In general, DM Tamar Kitiashvili would prefer donor representatives not to have pre-prepared PowerPoint presentations but to respond flexibly to the issues raised by MoESCS presenters. However, donor representatives will be able to describe relevant points from their programmes related to the theme being discussed;
  • The agenda for each panel session includes some suggested thematic topics that might be addressed by the donor representatives. There is no need for donors to address all of them but to focus on those that are relevant to their programmes;
  • Following a tour-de-table, it is hoped that there will be an interesting dialogue between the panel members (25-30 minutes per discussion). The facilitator for each panel may ask panel members to comment on particular issues raised in the discussion. People not included in the panel in question may direct written questions to panel members via text messages monitored by the facilitator.
  • Besides donor representatives and representatives of MoESCS and agencies, the event will be open to a number of other invited stakeholders. It will be held on a Zoom platform limited to 100 particpants. 

I hope that this clarification helps. I shall circulate an updated agenda as soon as I have confirmation of the names of donor participants in each panel.
