Many thanks. We do not have comments on the draft Plan which sets out the timeline and steps for carrying out the recommendations set out the State Audit Office of Georgia performance audit reports pertaining to the information system of the social assistance program and the pension program respectively, being implemented by the Social Service Agency, and such other actions necessary for the effective implementation of an information security management systems of the social assistance program Social Service Agency, all in accordance with the Law of Georgia on Personal Data Protection and good international practice.

 

Once the Plan is adopted through a ministerial order we will be periodically reviewing the actual implementation of actions as per the timeline set forth in the Plan.

Please find enclosed both reports, however they are in Georgian.

 

Regarding the adoption process of an action plan, since the process involves different agencies, SSA and SESA, the plan will be approved by the Ministerial order. For example, if there is only one agency involved, the plan is approved by the Director of the agency.

Many thanks for sharing the draft Plan of Action, which is detailed and sets the steps and timeline to secure personal data processing.

 

We have two questions:

  • We’d appreciate whether you could please provide us with the State Audit Office’s 2019 report;
  • Please clarify what is the internal process the ministry envisions to “adopt” the plan. Is it through a ministerial order? Or ministerial decree?

In order to consider the second covenant met we will need evidence or confirmation that the Action Plan has been adopted by the Borrower. We see that the ministry began to implement as some MOUs have been signed already.

This is the very first draft of actions on personal data protection covenant, reflecting the State Audit Office’s recommendations.

The document has arrived from the translator today.  As you know the basic document is in Georgian.

As you will see, both implementing agencies are very sensitive in terms of data protection and the information is worked out given specific permissions under MoUs.
