As for the Webex/Zoom, we do hope you can come and join the meeting in person J However we can arrange this online as well. Let’s see what pandemic allows.

Just to clarify, I meant that you can include all of us in the SC, so that I can join meetings related to health sector, Maddalena for social protection and labor. When we are not available, Nino R. can represent the World Bank in the SC meetings.
Having said that if you think that all meetings will be in person and WebEx/zoom connections will be an issue, please feel free to include only Nino R.

Dear Volkan,
I understand your concerns, however let me explain that we have similar experience in other WB funded projects. Let me clarify that no procurement or other sensitive information will be discussed or disclosed during the meeting.
Only overall achievement, project indicators, progress, lessons learned and challenges will be discussed and coordinated. Establishment of the project SC is also required in POM.
If you think, this is too much from the point of bureaucracy, it is not necessary or a must to create at all. We can delete this in POM.
However, if we create one, there should be someone from your side, and this person can be a local consultant as well. In addition, please note, that in the Ministerial order, the representative from the WB will have status not as a permanent member, but invitee.
We can discuss this again if you want. Please advise.

Thanks for your kind invitation!
I think it is an excellent idea to set up a steering committee to oversee overall implementation arrangements of the project.
Maddalena and I discussed your invitation. We would be happy to participate in the meetings when you invite us to provide technical expertise, however, we feel that we should not be part of the SC formally. When the SC’s task is to carry out client-side prioritization of the use of loan proceeds, there may be an issue of perceived conflict of interest if someone from the Bank formally sits on the committee.

Dear Maddalena and Volkan,
On behalf of the MoILHSA, we are asking the WB for nominations for the Emergency Covid–19 Response Project Steering Committee (SC).
Project Steering Committee will be established based on the Ministerial Decree, to oversee overall implementation arrangements of the project. It will serve as a platform for sharing the project progress, challenges, lessons learned and other important issues. The MoILHSA will convene the SC once in a quarter; however, in case of necessity meetings will be organized more often.
The Steering Committee will be an interagency and inter-ministerial group (MoF). Additional guests may also be invited, depending on the issues.
