Please be informed that proposal from the Commission is acceptable for us with the following formulation:

 

·         Full achievement: At least 35% of the clients actually served by each regional office of SESA, except Tbilisi, come from the remote areas/municipalities without SESA office.

·         Partial achievement: At least 20% of the clients actually served by each  regional office of SESA, except Tbilisi, come from the remote areas/municipalities without SESA office

Dear Colleagues,

 

I thank you very much for your very good team work on the indicator 2.3 reformulation. It was sent to the Commission Services   and we got the following feedback on it highlighted in yellow:

 

“You are proposing the following for the new indicator 2.3 is:

·         Full achievement: Implementation of the full set of employment services as determined by the NSM in Tbilisi and all Regional Offices.  At least 35% of the clients actually served by each regional office of SESA, except Tbilisi, come from the remote areas/municipalities without SESA office.

·         Partial achievement: Implementation of the full set of employment services as determined by the NSM in Tbilisi and six Regional Offices.  At least 35% of the clients actually served by 6 regional offices of SESA, except Tbilisi, come from the remote areas/municipalities without SESA office.

 

We have some concerns here as this indicator seems to have two subindicators (1: full implementation of all services; 2: 35% of clients from remote areas). In addition, when calculating the 35% you would have to calculate this individually for each and every of the ten offices. Therefore, we would, firstly, suggest to leave out the first sentence (the implementation of the full set of employment services can be discussed in the policy dialogue) and to only leave the second sentence. Secondly, we should only ask for an ‘aggregate’ 35% - in other words: “At least 35% of clients served by all regional offices of SESA, except Tbilisi, come from the remote areas/municipalities without SESA office.” For partial achievement, we would suggest to reduce the % of clients coming from remote areas instead of reducing the number of regional offices as this implies the inclusion of another numerical indicator. We look forward to receiving your revised proposal on this.
