Please find attached for your review and comments the “longlist” of reform areas we discussed.  

 

We made an effort to formulate DLIs for each reform area, with a strong focus on outcome-type of results. However, please note that for a given reform area, the DLI could be linked to intermediate results. For example, to achieve complex reform that contains several sub-actions, we can think of yearly DLIs which cover the different steps along the next 5 years.

 

Within the scope of the project, we may need to focus only on a subset of the reforms discussed. To this end, we’d appreciate if you could please (i) validate and confirm the attached long-list of reform areas (are we missing any?); (ii) point /color to the ones you think should be prioritized and included in the Human Capital project as having a closer link (and higher potential impact)  with the overall long term project development objective of improving human capital outcomes in the population.

 

We can have more extensive discussions on DLIs, for now we wanted to provide some examples and food for thought.
