Dear Volkan,

Dear Team,

Being committed to further strengthen Covid-19 response, along with the vaccination process, and to help the GOG to overcome communication barriers, the Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs of Georgia requested assistance to hire experienced consultancy company through the Emergency Covid-19 Response Project, in order to provide consistent and timely information to the public and all interested parties.

To respond the Ministry’s request, in close collaboration with the Ministry and the NCDC, PIU developed the Terms of Reference (enclosed), with the aim to a) develop Project communication plan, increase awareness and share success stories of  the Emergency COVID-19 Response Project to a broad audience, and b) to provide access to comprehensive, accurate and clear information about the available vaccines and immunization plans of the GoG using different means of communication, so that the population can make informed choices about COVID-19 vaccination.

Therefore in cooperation with donor organizations, the GoG  elaborated and later approved Georgia COVID-19 Vaccine National Deployment Plan (VNDP), along with the Communication Action Plan (Governmental Resolution #67 as of January 21, 2021) and seeks support for implementation of VNDP and its communication AP. Presented ToR covers  30% of the listed activities. The Ministry plans to approach other strategic partners as well, for recurring additional funds, and for this purpose the donor coordination meeting will be convened at the end of this month.

Taking abovementioned into account, we believe we can count on the WB’s support and ask for the No-Objection to hire a consultancy company, via WB’s Procurement Regulations and procedures, in accordance with the submitted TOR,

Appropriate budget line would be the consultancy services under the health component.

Would you have any questions or need further clarifications, please let us know, so we can arrange a meeting with the Project partners (the Ministry & NCDC).

With best regards,
