We had reviewed your reimbursement application request “SESA 15.06.2020 - 15.09.2020” submitted on  December 14, 2020 and complete supporting documents submitted yesterday December 17, 2020.

 

We had finalized the reconciliation review and found a minor difference of 400 GELs and of one beneficiary regarding the eligible expenditure for one-off compensations (300 GEL)  (please see the table below and attached excel with yellow highlights).

Apologies if my previous email created confusion. I had responded and cleared the reimbursement request for the 2 benefits (for families with more than 3 children and for households with score between 65,000 and 100,000) related to May 2020 in a separate email thread.

 

Regarding the reimbursement application “SESA 15.06.2020 - 15.09.2020” submitted yesterday December 14 , many thanks for submitting the additional information requested yesterday.  We have the following comments:

  • We note that the number of individual beneficiaries of the one-off 300 GEL benefit should be an integer not a decimal (as it seems to be the case as it derived by dividing the amount by 300 GEL). Please confirm the number of beneficiaries.
  • The confusion is caused by the fact, that one of the beneficiaries return 100 GEL by himself later. I have noticed this deviation as well. In response to my clarification the SESA explain the difference. As the amount was returned I have deducted it from the claim. (54,447,500+100)/300= 181,492 beneficiaries 
  • We could not complete the reconciliation exercise based on the breakdowns provided for one-off benefit of GEL 300 you submitted yesterday December 15. It seems to us the list is not complete. If we sum up all files the total number of beneficiaries equals to 36,896 and total amount of benefits paid equals GEL 11,068,800 - different from 181,491.67 beneficiaries  and GEL 54,447,500  respectively that is in the reimbursement application (please find attached the summary).  Please kindly send the complete list of breakdowns. 
  • Due to big volume we have sent only part of the breakdowns, the ones from which the random selection was made. I will try  to send the full package by separate emails. 
  • We also did quick reconciliation of numbers provided in audit report to total numbers claimed in the application#1 for cash transfers and in this current application; we find some minor differences. Djamshid will follow up to clarify. - Ready to respond to Djamshid.

Thank you for your email.

 

The information I have shared with you yesterday, relates to SESA not the SSA. These two agencies provide different type and quality of documentation. In this regard, please report them separately.  In response to your email dated 25th of  November 25 (SSA), please find the answer of PIU’s financial manager, on December 12th 2020 (enclosed). All major issues has been reported by her.  

 

As for the reimbursement of SESA activities (dated Dec. 14th), did we shared with you the audit report of four months on SESA? If yes, please tell us what kind of reconciliation do you try to find?  As far as I remember, we only  shared with you such report once,  for your information to show what kind of reports we receive in general. Before any disbursement request  we must receive such report, however we not find it  meaningful to share the findings, since the Audit  Department is conducting separate checks, and uses  different methodology. PIU reads and checks these findings and at this stage all is fine. This is PIU’s responsibility to confirm, check and recheck audit findings and applications submitted by SESA and SSA, in case of such need.

 

As long as everything is cleared out by us, we prepare the no-objection letter. Meanwhile, during the  period (May-September)  not a case has been identified when compensation was not given to someone, however reported from SESA or SSA as paid. As we shared earlier, there are two major cases: (1) When somebody says that they have not received a compensation, however we check again and it turns out that they do receive. (2) when compensation is paid, however it returns back due to some technical issues. We do not reimburse such cases, unless it is solved.

 

As a response to your email, we share with you the full packages of our internal working files on both compensation types (enclosed).The reason we did not share this before, is because of the number of documents are too many.

 

As for the POM, we are updating the document with quarantine procedures, and with new procedures just been introduced by the Government for the year of 2021, on compensations. Your comments will be reflected as well. However this should not be a problem to reimburse this significant amount of funds, crucially important to the government of Georgia to receive in 2020.

We had reviewed the submitted attached documents including the  a) application for reimbursement submitted by SESA to PIU; b) summary of random checks. We commend the PIU for checking  160 beneficiaries, a far larger sample than what was checked in previous applications. However, no detailed list of beneficiaries is provided to reconcile total number of recipients to internal audit report submitted earlier.  I am attaching the comments we had sent on November 25, 2020 for easy reference, pointing to the poor quality of the scans of the payment orders for each beneficiary.

 

We also look forward to the updated POM as per previous communication.

I hope you are doing well and staying safe. This is to inform you that PIU has finished finalizing reimbursement request of costs incurred within June 15, 2020 – September 15, 2020 by the SESA, with the amount of GEL 124,410,100.00

 

Please find enclosed following documentation:

 

  •  SESA's expenditure reimbursement forms for each category 
  • Verification report ( randomly selected beneficiaries) _300 GEL,
  • Verification report (randomly selected beneficiaries _ 200 GEL)

 

We hereby conform that for the same period  the internal audit report has been received on October 6, N01-10429. No major deviation has been identified.

 

After submission of  SESA’s application to the PIU, 161 random checks were made (please find confirmation reports). As you will see in the report some respondents  either do not remember whether they have received the compensation, or just deny that they have received anything. In such cases PIU is requesting evidences from banks. Upon receiving bank reports, it is clear that all of them have received compensations.  

 

We look forward for your feedback and No-Objection to proceed with the reimbursement procedures.
