It  is my  pleasure to   present  a brief information about   SGLLE  (Strengthening Government labor law Enforcement) project of our  organization -  IMPAQ International.  The Bureau of International Labor Affairs (ILAB) of the U.S. Department of Labor (USDOL) is funding IMPAQ International (IMPAQ) to provide technical assistance for improved compliance with occupational safety and health (OSH) laws and standards in Georgia’s construction sector.

 

IMPAQ proposes to work specifically to develop and provide MOLHSA labor inspectors and other relevant stakeholders concrete construction sector–specific OSH training and inspection instruments, improving inspections and working conditions in the sector.

  1. Identifying and Mitigating OSH Risks in Construction;
  2. Conducting OSH Inspections in Construction;
  3. Becoming a Construction Sector OSH Inspection Trainer.

In addition, IMPAQ proposes to explore facilitating the negotiation of a Memorandum of Understanding (MOU) among MOLHSA, the Ministry of Economy and Sustainable Development, the Ministry of Infrastructure, and the City of Tbilisi to delineate national- and municipal-level construction sector OSH inspection responsibilities. IMPAQ proposes to seek to translate any signed MOU into an operational procedural inspection protocol for the construction sector, harmonizing and streamlining OSH enforcement in the sector.

 

 

As we talked  last week in July 15 at the  meeting-presentation, our project is starting to implement activities within the  SGLLE project. I thank  you  for  giving our  team   an opportunity  to  talk in details in the meeting with you and inspectorate authorities  this week. Before the planned meeting, I would like to share with you the issues related to our topic of conversation regarding databases and other details about strengthening of   labor inspection.

 

With other  donors, ILO is also  involved in many activities that could potentially overlap, or at least require coordination, with our proposed work, thus  all questions that I listed below  would prevent  possible overlaps,  and all  questions are only relevant if you indicate that such a database does not exist or is inadequate and  that support from IMPAQ to build or upgrade such a database would be welcome. If such a database exists could you  please provide  any details to our project?

 

Questions:

 

  1. Would MoLHSA be interested in IMPAQ providing support for an objective, indicator-based, electronic performance measurement, monitoring, and management system for labor inspectors and inspectorate authorities, with an electronic dashboard for performance measurement and monitoring?

 

  1. Is there presently a MoLHSA employer data base? Would MoLHSA be interested in IMPAQ providing support for the creation of such a database or with upgrading the database to link with other relevant agency databases so as to include, among other elements: official name and address, sector, past labor violations, number of direct employees, number of subcontracted/ outsourced employees, past employment tax- related violations, past social security-related violations, etc.?

 

  1. Would MoLHSA need and welcome assistance with drafting the Statute of Labor Inspection Service? Will the ILO be providing that assistance?
  2. Would MoLHSA need and welcome assistance with drafting more specific profiles for labor inspectors to help ensure qualified applicants? Will the ILO be providing that assistance?
  3. Do the proposed ILO trainings provide very specific, detailed guidance for labor inspectors or are they more general, even theoretical?
  4. Will the ILO be working with MoLHSA to develop concrete, specific check lists, guidance, and other tools that would support the inspection process?
  5. Does the proposed ILO training on occupational safety and health include a segment specifically discussing the construction sector?
  6. What is the timeline for the ILO-supported development of a labor inspection electronic case management system?
