We have received the following message from EU SOCIEUX programme, which was followed the initiative taken by DG EMPLOYMENT of the European Commission on issues related to the implementation of Occupational Health and Safety.

 

With fully understanding of excessive workload that your ministry and in particular Labour Inspectorate is faced with, I would appreciate receiving the explanation of why this support offered was refused? Unfortunately it is quite unpleasant message in the context of EU-Georgia cooperation and we are wondering how to tackle it or, if there is still interest on your side, it would be possible to postpone this activity rather than cancelling it.

 

I would appreciate your prompt replay (and thanks a lot for fast response as regards ROM mission),

I hope you are keeping well in these very difficult times. 

 

I pleased to come back to you to inform you on the recent developments concerning the SOCIEUX+ request (action 2019-07), submitted by the Labour Conditions Inspecting  Department (LCID), Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs of Georgia (MoIDPLHSA) and supported by the European Business Association (EBA).

 

Following a seminar organized by the DG-employment of the European Commission in September 2018, SOCIEUX+ was asked to contribute to the current efforts of Georgian Government for the capacity building of Georgian public services and private companies on the OSH thematic.

 

The team of SOCIEUX+ experts, Dr. Małgorzata PĘCIŁŁO, PhD in economics, senior researcher in the Central Institute for Labour Protection of the National Research Institute (CIOP-PIB) in Warsaw, Károly  GYÖRGY, international secretary of the Hungarian Trade Union Confederation in Budapest and Dr. François BADET, PhD in economics, head of a unit of labour inspectors in Annecy (France), was in Tbilisi from June 24 to 28, 2019 to implement the first activity.

 

Cost-benefits of OSH, OSH principles and management system, functioning of OSH bipartite dialogue in companies in Europe, and OSH systemic actions by French labour inspectors have been presented during training sessions imparted to representatives of the employers, trade unions and labour inspectors.  It was the opportunity to share OSH experience in a peer to peer way and to foster discussions between socioeconomical and political stakeholders.

 

A second mission was planned a few months after. As our Georgian partner institution (EBA) had no budget to cover organizational expenses, the mission was postponed several times in order to raise the necessary funds. Finally, thanks to the financial support of the Employers Association of Georgia, the activity could be planned, and decision was taken, due the pandemic situation, to convert the on-site mission into a remote activity.

 

Unfortunately, the Labor Inspection Department recently declared to be too absorbed by COVID s issues to participate in the event.  In the absence of its key partner, the EBA preferred to renounce to the even.

 

In view of this new development, it is with regret that I inform you of the closure of the SOCIEUX + action 2019-07.

Thank you for your prompt feedback concerning the feasibility of organizing and implementing the second activity. In view of this new development, I believe it would be more reasonable to close the action 2019-07. Of course we do stay at your full disposal in case you might envisage to mobilize further technical assistance when conditions are met.

I checked with the Labour Inspection Department. 

As they are too busy with the Covid-related issues, they said that they could not find time and I think that we will be unable to plan without them.
