My name is Tom Hyde, and I am a political officer at the U.S. Embassy in Tbilisi, where I cover cyber policy.  I am writing by email about potential cybersecurity activities that our colleagues from the Department of Defense (Mike Danson, CCed) would be interested in securing the computer networks of the National Center for Disease Control.  As far as I understand, NCDC falls within your competence as Deputy Minister of Health.  Therefore, we would be happy to meet with you and your colleagues from NCDC to provide more detailed information about the proposed activities.
