I am very grateful to the Deputy Minister for introducing you to me. As I explained over the phone, the UK's Department of Foreign Affairs - the Department of Foreign Affairs, Commonwealth Affairs and Development (FDCO) - intends to provide Covid-19 vaccines to its staff working abroad as part of the UK's national vaccination program. A small number of staff may return to the UK for vaccination. But the vast majority of staff will be vaccinated by delivering doses of the vaccine to overseas missions, where a local healthcare provider contacted by the mission will administer the vaccine. This is the approach that will be used for our Embassy in Georgia. This will be the Oxford University/AstraZeneca vaccine used by FCDO for this purpose. It will be shipped from the UK, where it has been approved by the Medicines and Healthcare Products Regulatory Agency (MHRA), one of the internationally recognized strict regulatory authorities. The pharmaceutical characteristics of the vaccine are listed at the bottom of this letter. In the UK, the supply of vaccines to healthcare workers is controlled by the Department of Health of England (PHE), which is part of our Ministry of Health. It is from PHE that vaccine supplies are sent to British embassies abroad. As we have already discussed, I would really appreciate your advice on the appropriate approval mechanisms. - for the embassy to import the vaccine for its own use and - for a clinic in Georgia that will store vaccines on behalf of the embassy and administer vaccines to individual employees On the UK side, there are several possible options for delivering vaccines to Georgia, including a diplomat carrying them manually, provided that this does not cause any difficulties for the subsequent administration of vaccines. We will, of course, follow your advice on this matter. The delivery we will receive will be a batch of 80 doses. We will need two batches of vaccines to vaccinate all our employees (and adult family members of our diplomatic staff). At this stage, I do not know if we will receive two batches in one delivery, or first the first batch and then the second batch. I said on the phone that we had talked with the American Medical Center (AMC) in Tbilisi about the possibility of storing and administering vaccines for us in accordance with a commercial contract with the embassy. Our embassy uses the AMC for general medical procedures for our diplomatic staff, including standard vaccinations for children, so it is natural for us to consider this clinic. However, we could use any clinic that is authorized to store and administer Covid-19 vaccines in accordance with Georgian regulations and is willing to follow some of the administration guidelines issued by the English Department of Health (PHE). I would be happy to share these recommendations with you if it helps identify a possible doctor/clinic. AMC has made it very clear that they can only help us with the preliminary approval of vaccines from the Ministry of Health.
