Dear colleagues,
This is to follow up on your designation as focal point(s) for the country consultation on Universal Health Coverage (UHC) indicators (ref. WHO Circular Letter 51.2016). National Statistics Office focal points designated to review SDG indicators are copied.
The consultation has two parts:
1. Index of essential health services (SDG indicator 3.8.1)
2. Indicators of financial protection (including SDG indicator 3.8.2 and regional indicators)
It includes the following material for your review.
1. Index of essential health services:
· A PDF file corresponding to SDG indicator 3.8.1 metadata
· An excel file with estimates for SDG indicator 3.8.1, including all inputs and calculations. Cells shaded grey have already gone through a country consultation. You are requested to review cells shaded yellow.
2. Financial protection indicators:
· A PDF file (Briefing for Member States) setting out how WHO supports the monitoring of financial protection at global and regional levels
· A PDF file (Description of methods) describing methods and data sources for global and regional indicators
· An excel file with estimates of financial protection indicators (or the potential data sources we reviewed where no estimates are available)
Please note that many of these estimates are preliminary and should not be quoted or published.
To improve them, we will consider any comments supported by evidence or by new data for which the source and method of collection are documented. This could result in changes to the attached estimates.
The consultation will close on 19 July 2019. We would be grateful for your feedback as soon as possible before this date. Country level figures will be released at the end of September 2019. Any comments made after this deadline will not be incorporated
in the update of databases planned for September, but we will continue working with you on estimates for publication in the next round.
Please do not hesitate to ask us any questions.

For financial protection please contact: uhc_stats@who.int and EUHSF@who.int
Kind regards,
