We have revised the initial ptstudy based on your comments.

Thank you for GEO study 2018 and metadata file.
Please find our comments and questions attached.
· Kindly revise the study. There are some methodological issues with HC, DIS and HP classifications and their crosses.
· A very good policy rationale for the increase in OOP share should be provided as well as a description of the OOP calculation methodology. Baktygul, do you think you can help with that?
· Also, kindly work on revision of the time series. With the new data submission some issues of comparability raised.
Could you kindly resubmit the study and also revised the time series cob 25 August?

Dear Baktygul and Natalja,
We are ready to share HA 2018 ptstudy for Georgia together with HA report (Excel file) and metadata Excel file uploaded in this shared folder: GEO
We asked the country focal point Ketevan Goginashvili to initiate internal consultations within the Ministry. The Ministry leadership wants us to present the preliminary findings a week after. I hope they endorse and submit the HA 2018 shortly after the presentation.
Meanwhile, we are ready to work with you on improving the quality of HA 2018 results.
One final note: we know the expenditure in HF.3.2.1 is inflated by almost 2 billion GEL, and it distorts the entire CHE structure. We used cased-based payment data Social Service Agency (SSA) submitted to the Ministry officially (despite our warnings that numbers in some records were irrelevant). We could have changed the wrong numbers manually, but we aim at building a system of data supply and HA production where every actor takes responsibility for the content. We hope the quality of data submitted by public agencies to be discussed with the leadership at the presentation and some of them to be addressed instantly (while addressing others require serious changes in HMIS and data handling practice that are far below the minimum acceptable standards).
