Thank you for your feedback. Meeting on Monday 15th is duly noted. I will be accompanied by Taavi Lai.
I have two questions though:
· Would it be possible for Michel Villac to meet with IT specialist of the Ministry on Tuesday (afternoon if possible)?
· Regarding the visit to Rustavi mental health center, I would be accompanied by Taavi Lai (and if times allow by Alain Lefebvre). Would it be possible to visit the mental health center for only half a day on Wednesday morning? I have another meeting in Gori at 15:00.

I hope this email finds you well.
As Gaelle mentioned in her email earlier this week, we are organizing a joint AFD-EF mission in Georgia from April to 15th to 19th 2019 for the inception phase of the project “TA to social welfare in Georgia”. We aim at presenting the activities, fine-tune the methodology of our proposed activities, review the planning and input for the different pillars. You are our main counterpart for Pillar II and we would like to organize our agenda for the week and request some meetings with the Ministry and other partners. We will be flexible to your time and agenda constraints, thus I invite you to tell us which time slots are more suitable for you.
Regarding Pillar II, two experts are coming (please find attached their CV):
- Taavi Lai, health specialist (health insurance; performance-based contracting and SOP)
- Michel Villac, health specialist (especially regarding IT and statistics)
Alain Lefebvre, our Team Leader for the TA to Pension reform has experience with mental health and management: he might also join some of the meetings regarding this topic.
You will find attached a tentative agenda. I highlighted some parts in yellow, meaning I have to get the information or complete it. Since it is just a tentative schedule, please let me know preferred or other available slots for you.
Taavi Lai and I will arrive during the night from Sunday to Monday and would be available to meet with you on Monday to review the agenda of the week, activities of Pillar II and its methodology. Taavi Lai would then be available to held first technical meetings, and if time and agenda constraints allow, I might join you (however I might have to meet with Davit Pheikrishvili to discuss Pillar III).
Michel Villac will arrive on Monday night and would be available on Tuesday April, 16th for a meeting. I suggest a meeting with you and the head of the IT department of the Ministry (and/or with someone covering IT in the health sector) either on Tuesday or Wednesday.
I think it important for Taavi and Alain (and, if possible, me) to visit hospitals or wards specializing in the treatment of serious mental disorders (psychiatric hospital, mental health units) located in or near Tbilisi. What are your recommendations for those field visits? Would it be possible to facilitate the visit and give us some contact details of relevant persons working in such institutions?
Regarding Pillar 2, we will also organize a meeting with WHO office in Georgia (with the newly appointed Dr Silviu Domente and his team to talk about WHO programs and health insurance). We also consider meeting the EUD (WHO-EU-LUX UHC Partnership). If you have any other suggestions of meetings and relevant persons to meet in the ministry or others institutions, I invite you to share them with us.

Dear Partners,
I hope this message finds you well.
I would like first of all to thank you for your involvement during the last weeks to adjust the Technical Assistance program funded by the French Development Agency (AFD) and coordinated by Expertise France (EF) in support to the Social Welfare Policy Based Loan (PBL) extended by AFD to the Government of Georgia.
In order to continue the exchanges and launch the Technical assistance, I am pleased to inform you that a joint AFD-EF mission will be conducted in Georgia from April to 15th to 19th 2019. The mission will be led by Mr. Nicolas Le Guen, Project manager for health and social protection at AFD Head office and joined by Mr. Andrei Tretyak and Mr. Antoine Pogorzelski from the social protection division at EF Head office. They will be accompanied by several experts.
The objectives of this mission are threefold:
- To prepare the appraisal of the second phase of the Social Welfare PBL between AFD, the Ministry of Internally Displaced Persons from the Occupied territories, Labor, Health and Social Affairs and Ministry of Finance. This second tranche is to be presented to AFD Board this year. It is therefore important to hold a joint meeting with all the concerned stakeholders in order to discuss the matrix and the current situation and progress on the different triggers planned for 2019.
- To conduct visits in Tbilisi and regions to get familiar with ongoing projects and actions related to the technical assistance to be implemented, such as the pilot project in Batumi on functional disability assessment, special care homes for children with disability under state custom, psychiatric hospital, etc…
- To hold technical meetings with the relevant departments of the MIDPLHSA and donors to start the operational discussions and define more precisely the work plan on the different activities to be implemented within the framework of the TA.
We will revert back to you shortly to request the different specific meetings needed during the week of April 15 to 19. I thank you in advance for your support and we are looking forward to continuing our fruitful cooperation.
