I am pleased to inform you that Commissioner Olivér Várhelyi has signed on Wednesday the Financing Decision on a COVID-19 resilience contract for Georgia, following the positive opinion of EU Member States. In line with contacts at the highest level between the Government and the European Commission, this decision envisages a fixed tranche of €60 million in grant to be disbursed ASAP this autumn, and a variable tranche of €15 million in grant early next year. The latter 15 million is to be subject to the fulfilment of ‘ indicators’  = specific conditions.

The next step is for both sides (Government and Commission DG NEAR C) to agree on a Financing Agreement laying down those conditions.

With that in view, I attach for your review, comments, and input, a draft of the ‘policy matrix’ drafted by the EU Delegation and DG NEAR at Headquarters setting out in detail those 5 indicators, their methods of determination, and the related amounts. All these 5 indicators fully follow from the ideas presented by DDG Katarina Mathernová to Minister Ivane Matchavariani on 30 June. These cover the 3 main areas of Georgia’s COVID-19 response (social, business, and health) as well as 2 cross-cutting element to support scrutiny and accountability (external audit, and prevention of corruption).

For the indicator related to businesses who received government support to retain their employees, we will need some further data in addition to those shared during the virtual DG NEAR mission on 6 July. We understand that by July some 23,000 companies had benefitted from the scheme, but we will need monthly data to define together a target that is both ambitious and realistic.
