Dear Kaki,

 

I hope that this email finds you well. Thank you again for your interest and taking time to engage with us in the development of this programme of demand driven health systems research to respond to COVID-19. We greatly appreciate it.

 

  1. As you would recall, a virtual meeting was convened on 13th May bringing together a range of largely LMIC based stakeholders, both policymakers as well as researchers to identify thematic areas where health systems research could be of value in responding to COVID-19.

 

  1. Based on the discussion, a list of thematic priorities was collated and circulated to all those invited for the call. Respondents were asked to work with another individual within their national setting to rank the thematic areas according to how useful new knowledge around these would be in their setting.

 

  1. Based on the rank provided by respondents, the following four thematic areas received the highest ranking as priorities

Thematic Area

Better understanding how to emerge from the lockdown and return to normal life

Opportunity costs for the health sector

Engagement with communities including vulnerable populations in responding to COVID-19

Positioning of Ministries of Health in response to COVID-19

 

  1. To take this programme ahead, we plan to commission one study from each country to respond to these thematic areas, with an available budget of around USD 20,000 for each study.

 

  1. The studies are expected to inform both a) how the given country could better respond to COVID-19, and b) the development of cross-national learnings that could be useful to other LMICs. Towards this end, we plan to develop a guidance document that will draw on lessons from all the studies pertaining to a given thematic area. 

 

  1. To guide and support this programme of work, we are planning to establish an advisory group of 3-4 members drawn from within the call participants. We would also like to publish as a group, an editorial on the need for demand driven HPSR to respond to COVID-19. 

 

  1. As a first step towards taking the research programme ahead, we would request you to fill in the attached Annex 1 and return it to my colleague Livia copied here, by close of business Thursday June 18th.

 

  1. Once we receive your choice of research theme, we would seek to have you develop a short 5-page proposal that will include the specific research question, data sources, methods and analysis plan
