Please find attached the co-financing letter with our final suggested changes, following a review by our health financing team. We would appreciate if you would please have the letter signed and sent back to us by tomorrow COB.

 

Moreover, please find attached the grant confirmation which was a) slightly revised to reflect the government contributions and b) was complemented with one of the standard requirements. All changes are tracked. Please let us know asap if you accept the GC in its current form or if you suggest any changes. Tomorrow is the final day for making changes.

Thanks for the update re the GC. We are progressing well with our review of all documents. We will, of course, let you know if any issues come up. For now, we know that our lawyers identified some minor comments in the GC which we will send you with track changes asap. Also, we will come back with some minor comments on the co-financing letter this afternoon so that you can get it signed and re-submit in time.

 

I had understood from an earlier communication that you will be updating the IM with the financial figures once the budget is finalized. Could you please do this update in the course of the day and send us the final version of the IM?

Co-financing commitment letter

Contents of the letter are excellent. Please align 2019-2022 planned public expenditures on HIV with the FLT (Financial Gap Overview Table) and co-financing commitment letter, specify the dollar amounts for financial commitments for key population services, and add state financing of FSW services as per TRP recommendations. Marked up document is attached.

The most urgent issue to address at the moment is that the co-financing figures identified in the financial gap table, co-financing commitment letter and TRP response no 3 are not aligned and we are therefore unable to assess the fulfillment of the co-financing commitments for 2014-2016 Allocation cycle as well as 2017-2019 Allocation cycle commitments. We would be grateful if you would adjust the figures and specify the dollar amounts for financial commitments for key population services. Please see specific comments flagged in the attached documents.

 

We are available for questions at your convenience. Please note that I will be out of the office on Friday and Monday so Natalia will be in charge on Friday and David on Monday in case you need any support.

As promised I am sharing the grantmaking package that we have at the moment. As you know we are still working on the PF with David and on the budget file, after finalization of the budget we will be able to complete the final programatic gap table. 

considering the allocation amount for HIV program we may change PSM so that some q-ties of prevention commodities transfer to GOV.
