All patients who are receiving inpatient mental treatment and are the beneficiaries of the Universal Health Care Program and other state health care programs, are eligible to receiving care under this programs for somatic diseases.
In addition, under the referral state program is considered issue of financing services that are not covered by the above state programs or insurance (if any) despite the patient's citizenship.
