Main questions:

1.      What is going to be a financing instrument for the project? Grant? Credit? Blend? What are the interest rates? Maturity period?

2.      Do we have any ceiling for the allocation? Any other limitations, e.g. share of soft component (TA, training) vs hard (equipment, emergency cars, etc)?

3.      As for the recipient, it is going to be Ministry of Health with the implementer, NCDC. Do we need an assessment of implementer prior to the project initiation? (NCDC is in charge of the Global Fund supported projects for number of years, using local procurement rules).

4.      Any limitations on retroactive financing in terms of funding allocations (ceiling) or items to be purchased?
