I hope this message finds you well.

I contact you regarding the 3-year Policy Based Loan (PBL) on Social Welfare which first tranche was signed between the Government of Georgia and AFD in November 2018.  The first tranche was successfully disbursed in January 2019 and we are currently starting the appraisal of the 2019 tranche.

In parallel, AFD and Expertise France (EF), French technical agency for international cooperation, together with the Ministry’s teams, are finalizing the content of the technical assistance to be provided in support to the PBL and the implementation of the prior actions the loan.

Mr. Nicolas Le Guen, AFD Task Team Leader in charge of those programs will conduct a mission in Georgia on April 15 – 19 2019. He will be accompanied by Mr. Andrei Tretyak, head of the social protection division at Expertise France and by consultants that are foreseen to be involved in the TA program, among whom the to-be team leader, Mrs. Camille Lambinon.

We would like to take the opportunity of this mission to request two joint meetings with you:

-          The first meeting would be dedicated to exchange on the current status of triggers of the PBL matrix, especially as far as the 2019 and 2020 triggers are concerned. Would you be available for such a meeting on Thursday 18^th in the afternoon, for instance from 4:00 pm to 6:00pm? You will find attached the matrix.

-          A second meeting, together with Expertise France, to go ahead with the implementation of the TA. In this regard, Expertise France already has had intensive discussion with the technical teams of the Ministry and will conduct different field visits and meetings in Tbilisi and the region during the mission week. The wrap-up meeting will thus be the opportunity to share with you the results of the inception mission  and to exchange on the expected work plan, as well as to introduce the experts to be mobilized for this TA program.

Would you be available to hold such meeting on Friday the 19^th morning, from 10:30am to 12:00pm ?
