Dear Mrs. Gabunia,
My name is Raphael Jozan, I am newly appointed Director of AFD Office in Tbilisi, in charge of operations in South-Caucasus.
I hope this email finds you well, as your colleagues of the Ministry. Let us once again congratulate you for the efforts done so far and for signing the third phase of the Social Welfare PBL which was fully disbursed
in July 2020, we are very glad to be able to support you on the PBL and the developed matrix as well as the ongoing TA along with Expertise France.
As you have already been informed, our colleagues from Expertise France in charge of following the TA will be in Georgia for a one-week mission. Please find attached the agenda and the terms of reference, which you have
as well already received from our colleagues. From AFD side, we will have the pleasure of following the mission and joining you for the meeting on Monday. This will be as well the occasion to discuss about the implementation, results monitoring and analysis
of the whole program and the ongoing TA as well as the next steps.
Moreover, this will be a good opportunity to discuss together perspectives of other operations in the sector. AFD is planning a PBL for 2021, and would ideally include it into a Programmatic Approach, including a new
multi-year PBL. As you already know, we will be putting great efforts on including the
climate issues in our future PBL – we have pre-identified some ideas and we are more than eager to listen to your needs, views and suggestions on these or other topics, in order to build social welfare and climate cobenefits in the same time. These are
the first suggestions in terms of climate components, that we could be discussing with you on Monday :
1.
Energy efficiency of buildings.
2.
Buildings’ adaptation to climate change
3.
Air quality
4.
TSA and support to environmental migrants
5.
Precarious energy situation
Furthermore , we would like to include as well a
gender dimension through specific gender-related measures to our new matrix. For your information, during the EF mission we will meet with the Association IDP Women to exchange views.
Depending on the interest expressed by the Ministry on the areas proposed and pre-identified, it is proposed to organize a mission by the end of September with Nicolas Le Guen, our Project Manager coming from AFD HQ in
Paris, in order to start drafting the new program with the Government of Georgia.
Bearing all this in mind, we are extremely glad to be able to meet you on Monday and discuss together what has been done so far and is yet to do for our TA and as well, the new possibilities of cooperation and concrete
steps to launch discussions for our next PBL.
From AFD side, I have the pleasure to introduce Ms. Bérengère Callamand, who will be directly supervising the sector of health/social protection/human development which Ms. Valentina Spina is following as a project officer,
as you know.
