Thank you for getting back to me on this. I am glad to hear that you agree with this proposal.
Regarding the time period when the expert should be mobilized for please consider the following.
Section 2.5 of the Terms of Reference reads as follows: "The Senior Non-Key Expert on Developing and Costing Action Plan will be mobilised for a total of 30 working days starting in October 2020 until April 2021 with a possibility of extension, upon the
European Union approval."
Section 2 assigns the following task to the Expert: "The primary purpose of the TORs is to
support the ministry to conduct cost activities related to the various components of the National Health Strategy,
in particular, the Action Plan for the 3-year implementation period from 2021 to 2023."
As the National Health Strategy is currently being prepared and the draft strategy is expected to be available later this year,
"technical support and advice on the development of the National Health Strategy and its Monitoring and Evaluation System"
(Section 2) could be scheduled for the first part of the assignment of the Expert, while his/her support to
"developing a 3-year action plan and a preliminary costing assessment of the final draft National Health Strategy"
(Section 2) could be scheduled for the second part of the assignment.
The Expert is also expected to "transfer knowledge to the Beneficiaries staff as well as to the involved employees of the participating agencies and LEPLs" (Section 2) considering the recommendations of the baseline survey on the status of evidence
based public policy making conducted within the framework of the EU funded Public Administration Reform Project (Section 1).
Accordingly, training activities (and other forms of building capacities of the Beneficiaries staff) could be scheduled for the entire duration of the assignment of the Expert.

Many thanks for sharing the Tor for SNKE on costing. The ToR covers all important areas of work. My only question would be about the timing for this input. Should we have the strategy
finalized first before the consultant gets on board or we can have him/her engaged before the strategy is finalized for specific planning and costing to support decision making based on cost considerations.

We plan to hire and mobilize a
Senior Non-Key Expert on Developing and Costing Action Plan within the framework of the EU funded Public Administration Reform Project.
In relation to Purpose 1 Support to policy development, coordination, monitoring and evaluation, the expert will provide technical assistance, in particular, support to develop a 3-year action
