Following my last meeting with you in April, we have advanced with the Ministry on the content of our technical assistance for mental health in Georgia. I am coming t Keorgia from the 20th of May to the 22nd of May with the expert who will lead the project, Pr Viviane Kovess Masfety. Our objective is to define how we can best assist Georgiafor a mental health's reform. We will later have additional members of the team as needed. For the moment, we are going to be assisted by Natalia Gamgebeli for the organization of the mission.
 
You will find attached our draft agenda, and I would like to know if you can help us to meet the NGOs and interested parties on the Tuesday from 3.30, or alternatively on Wednesday morning. The idea would be to have a workshop with all the partners so they could present what they have already done in the field of our mission, the information they have and their ideas of what  would be needed in the reform, considering the objective of our mission which could be described as follow at this stage:
 
1) Provide an analysis of the needs of Georgian population in mental health care, including hospital beds and outpatient structures and services, based on studies already conducted and possibly a survey conducted by Pr Kovess in partnership with one or more Georgian partners
2) Proposition of a range of facilities needed in Georgia, quality standards for these structures and their repartition on the territory
 
3) Estimation of the financial impact of the transformation from the present situation
 
4) Development of a roadmap to implement these transformations
 
5) Recommendations for a new law on mental health, based on international standards
 
Do you think you could organize such a meeting, as you indicated when we met, and would the partners you work with be available at this date and time? We already know the Curatio foundation and  the Global Initiative on Psychiatry (Nino Makhashvili), who should participate in the meeting, but you have already a group of organizations who could be involved if they wish. We will need georgian partners for our actions for the ministry, and we would be interested in their participation in our project.
 
You will find below our tentative agenda. If you find anything lacking, or have other recommendations, could you contact me?
 
You have also indicated a meeting with the Ministry at the beginning of August. Do you confirm it?

Monday 20th of May:
 
9:00-10h: meeting at AFD (French Development Agency) (Ms Kovess, M. Lefebvre, Ms Gamgebeli)
 
10:30 - 12h30: Meeting with you and your team (including the persons from the social service agency) on your objectives, the general frame of the reform and the deliverables you expect from the technical review of the existing documentation. We would like also to know what are the links between mental health and handicap and understand how people are considered as mentally handicaped, and the type of support, services and institutions they benefit from.
 
13:00 -16h: meeting with the team in the ministry and the social service agency in charge of health statistics and mental health statistics, and understand your information system on health status and on health structure (Ms Kovess, Interpreter)
 
16:30 - 18:00: visit to the Georgian National Center for Disease Control and Public Health (CDC) in order to discuss the collection of mental diseases statistics, get their opinion on the present mental diseases surveillance and get the main elements they are producing and information about the tools they use (Ms Kovess, Interpreter)
 
 
Tuesday 21st of May
 
 
9h - 10h Meeting with a mobile team (Ms Kovess, Interpreter)
 
10h30 - 12h00 Visit to a public hospital with  amental health department (medical doctors, nurses, director and persons in charge of the information system). Could be Rustavi hospital. (Ms Kovess, Interpreter)
 
13h - 14h30 Visit of a private structure with a mental health department (medical doctors, nurses, director and persons in charge of the information system), if this structure has some innovative ideas about the information system (Ms Kovess, Interpreter) (Ms Kovess, Interpreter)
 
15h30 - 19h: Meetings to be organized with NGOs and other partners: we would like to have a presentation of the work they have already done with professional associations on standards for different types of structures, and on changes needed in the law, and on innovations already in place. I am planning to ask Irma Khabazi, from the Open Society Foundation, to organize these exchanges as a workshop (Ms Kovess, M. Lefebvre, Ms Gamgebeli). You could come with us to these meeting if you are available
 
Wednesday 22nd of May
