Thank you for your invitation to the Expert Committee on COVID-19 Response in Georgia (i.e. Order of the Minister of Health N 01-132/O). I regret that I could not attend the meeting last night (I am still in Hungary where the Government is currently
lifting restrictions step by step similarly to those in Georgia), but Lika
has briefed me on the discussion you had on the most recent challenges and the corresponding actions regarding the novel coronavirus epidemic/pandemic.
As presented to and discussed with you earlier, Lika and I are currently working on the review of resilience of the health system in Georgia. Thank you for your support and providing us with access to necessary data and information.
At this stage of our work, as well as with reference to the Expert Committee meeting yesterday, please find attached a
few thoughts about resilience of the health system in Georgia with a special focus on the coronavirus epidemic and the COVID-19 reponse of the Government.
The document, that we are currently working on, will review the COVID-19 response and formulate recommendations for future challenges. Considering this feature, it may serve as a basis for
a Health System Resilience Strategy, further
to the preparation and implementation of National Health Strategy. While former could address specific domains and functions of the health care system as presented in the attached document (mainly those related to and emerged from the coronavirus epidemic/pandemic),
latter will provide overall strategy and framework for strengthening health system (and introducing novel solutions) in Georgia as proposed earlier in the strategy outline.

Thank you for your message. I am glad to hear that you agree that a review of the resilience of the health system in Georgia is important.
This review would assess the Government's measures in COVID-19 response. The outbreak has required rapid and comprehensive approach and actions to contain transmission and gain time for healthcare system.
As proposed, the recommendations to be made on the basis of the review would support
the Ministry of Health to develop strategies/decisions to the next steps of the epidemic of its national context. In addition, the system approach would help to
prepare the health system for future challenges, if not crisis in the future.
A consultation with stakeholders is critical for making decisions that need to be widely supported. Thus, the paper can be shared with key stakeholders for their review
and comments. Alternatively, if possible, policy dialogue can be organized in form of (on-line) meeting/s.
I would be available for further discussing this activity when it is convenient for you. Please let me know when I can call you.

Many thanks for sharing these very important documents and a proposal for a review of the resilience of the Georgian health system. Such review would be very useful at this stage.
It is very important for us to convene a stakeholder consultation to plan for the next phases of the response. May I kindly ask what’s your thinking about implementing this activity?

Now, when Georgia has started to lift the coronavirus related restrictions which were banned under the state of emergency, and economic recovery and post-crisis management become priorities
of the Government, it is also important and timely to think about and discuss how health system functions can be strengthened after the outbreak ends.
Considering the above mentioned, please find attached a
proposal for a review of the resilience of the Georgian health system.
Can you please let me know if you find such a review and discussion interesting and useful at this time. If so, the paper may be used internally for planning and monitoring the activities in the next
phases of the coronavirus epidemic, or even it could present/introduce the approaches and methods Georgia applied in the COVID-19 response so far. In addition, this exercise would fit well into the preparation of the National Health Strategy, too.
