Dear Nino
This is to follow up on our earlier conversation of TA for developing the COVID19 Post crises plan for the health sector. The purpose of this consultancy is to assist the ministry in defining key priority areas and strategies for strengthening health system response to COVID 19 in medium to long term timeline. The plan should also define a set of actions with clear timeline and measurable indicators to be achieved by the end of 2020 and thereafter within the next two years period. Policy recommendations should cover but not limited to the following areas
1. COVID 19 related risk communication in the Post crises period
2. Strengthening capacity of essential public health services to enable emergency response including contact tracing, testing, epid surveillance
3. Health Workforce mobilization and capacity building plan
4. Medium to long term mobilization and engagement of designated Covid19 and fever clinics
5. Remodeling and strengthening primary care services to maintain access to essential health services including immunization
6. Securing needed amount of PPEs and test kits in Post crises period.
7.Health financing policies to mitigate potential financial barriers to accessing care for Georgian citizens and visitors.
8. Roles, relationships and coordination mechanisms in health system governance and across government
The plan should be elaborated in close consultations with all stakeholders including public health experts, hospitals and primary care clinics, CSOs and citizens groups. Given the urgency of this issue, we should have the plan finalized by the end of June or early July.
The Ministerial team will provide background information and date to inform policy recommendations.
Methodology would entail desk review, key informant interviews and two or three consultative meetings. An estimated workload 50 consultancy days by two senior experts should suffice.
I would appreciate your assistance in drafting ToR for this assignment and we could then reach out qualified consultants to check their interest and availability.
