I contact you today as in the crisis situation Georgia is facing, AFD is willing to contribute to the efforts made by the Government to mitigate the negative economic, social and health impacts, in the short term as well as in a longer term. In this context, we have been in contact with MoF which requested AFD to increase the amount of the 2020 Social Welfare PBL from 20 to 50M€. AFD positively replied to this request.

 

In the same time, we think it is important to adapt the 2020 PBL matrix (please see the current version attached) to the crisis situation. This means that we have to work with you and your teams on the matrix to be adopted for this year in two main directions: (i) we need to have a good understanding on the feasibility of the current measures that are already included in the matrix and (ii) we think it is necessary to include some measures related to management of epidemic risks, based on the recommendations made by WHO in its last report on Georgia’s capacities to implement International Health Regulations  (https://www.who.int/ihr/publications/WHO-WHE-CPI-2019.13/en/).

 

As we fully understand that the whole Ministry is currently facing an unusually important work load, we would like to be as efficient as possible in this work and would like to propose the following organization to discuss the new matrix:

-          1 working meeting with Ms. Barkalia and Ms. Nino Jinjolava to review the measures of the pillar 1 (disability and children in street situation)

-          1 working meeting with you and Ms. Ketevan Goginashvili on pillar 2 (efficiency of healthcar system, mental health and IHR implementation)

-          1 working meeting with  Mr. Tsotskolauri, Mr. Simonishvili and Mr. Peikrishvili on pillar 3 (IDPs reltated measures).

 

All the meetings should be organized through conf- or video-call and should include Mr. Nicolas Le Guen, AFD project manager based in Paris. Please feel free to indicate me if you would prefer to put in place another organization.

 

Depending on your availability and the availability of your colleagues the meetings can be organized between March 24 and April 1st to allow then AFD to move ahead with its internal appraisal process based on the updated version of the matrix and to be able to disburse the funds in due time.
