Based on the information provided and subject to consideration following  comments, World Bank has no objection to the proposed assignment:

 

  1. We understand two individual consultants are required to conduct this assignment; hence there will be two separate ToRs. Although, the task remains the same, there is a need for two individual consultants to complete the given assignment, where one will act as main / lead consultant and the other with assist the lead consultant. Please adjust the respective TOR accordingly.
  2. Please include both assignments in STEP procurement plan with sole source justification and upload respective TOR for Bank review.
  3. Once the procurement plan is approved in STEP and TOR is cleared, you may proceed with contract negotiation.

Many thanks for your prompt reply. Please find below responses to your questions:

 

  1. The Overall value of the contracts will be 9375 USD in total, including USD 6250 for consultant 1 and USD 3125 for consultant 2.  
  2. The time input for both consultants as per ToR is 50 days by the end of July, 25 days per each consultant
  3. We are thinking about having to separate contracts with consultants, the contracts will specify specific tasks in line with ToR as follows:

Tasks for Consultant 1:

  1. In close consultation with the MoILHSA and the Public Health Advisory Committee elaborate detailed methodology for the post-crisis plan development and develop vision for the national and consultative process, which has to be organized over the course of next 1 month;
  2. Discuss and agree with the Public Health Advisory Committee and the MoILHSA the goals and objectives and hierarchy of objectives as well as priorities to be reflected in the document;
  3. Based on the agreed goals and objectives, develop draft post - crisis which will be presented and debated during national consultation(s) and will be also commented by multi and bi-lateral organizations;
  4. Based on the comments obtained from a consultative process finalize the draft post-crisis plan and submit to the GoG for review and approval.

 

Deliverable for consultant 1 (Candidate Natia Skhvitaridze)

  • The post-crisis plan with a set of actions, clear timelines and measurable indicators to be achieved by the end of 2020 and thereafter, within the next one-year period,
  • Estimated budget of the post-crisis plan

 

Tasks for consultant 2:

  • Undertake document review and key informant interviews and document findings
  • In collaboration with MoLHSA representative convene Public Health expert group, Clinical expert group, laboratory expert group meetings and document group discussions.
  • Prepare presentations for Senior Ministerial staff (Minister and Vice Minister) for group discussions or other professional or public gatherings.  

 

Deliverable for consultant 2 (Candidate Tinatin Manjavidze)

  • Necessary presentations and materials that will be required for the consultations; major highlights from the consultative meetings.

With this I would like to kindly request your concurrence on recruiting local consultants for developing the Post Crises COVID strategy for Health Sector . Based on active outreach to local experts active in public health, we’ve identified three candidates. Out of them Ms. Natia Skhvitaridze and Ms. Tinatin Manjavidze were considered most suitable given their extensive experience in COVID related planning and other public health tasks with National Center for Disease Control and Public Health as well as their financial proposal. The expected daily rate for Ms Skhvitaridze is USD 250 (Gross payable in Georgian lari). I am glad to hear that Georgia is already discussing strategies for next steps and plans for long-term perspective. As you know we allocated funding for TAs under the project, this funding can be used for this consultancy service. I am copying our procurement team to keep them in the loop and make sure I don’t miss an important detail regarding the eligibility.

 

By the way, Georgia was mentioned in Washington Post newspaper this weekend as one of the countries that USA and other countries can take lessons from. Here is the link:

I hope all is well with you? These days we’ve been discussing strategies and approaches for next steps for adequate COVID 19 response in the medium to longer term perspective. As you may know the Government has recently introduced an overarching  post crises plan which has to be followed by sector specific plans. We thought it is the right time now to bring all health stakeholders together to plan for the next phase and develop targeted post crises strategy for the health sector development. May I ask if it would be possible to mobilize TA with the WB support to assist us with this exercise. We could identify a senior expert with international experience currently based in Georgia to assist with developing the post crises health sector strategy.

I would appreciate your feedback on that and if you think this is feasible, we can then elaborate details.
