Thank you for your quick and positive feedback. Good news indeed that the ministry will establish a Working Group for the development of the national strategy.

 

We are ready to support. As said, the PAR TA can provide a senior non-key public health expert (NKE) to the ministry to continue earlier support on the elaboration of the national strategy. For this, the ministry should provide draft ToR for this NKE expert. Once recruited, the expert will participate in the envisaged working group.

 

Mirroring this arrangement, we would also invite the ministry to nominate a contact person to attend, on behalf of the ministry, the PAR TA technical working group. You will be approach on this soon by the Administration of Government.

 

I use this opportunity to also recall that we are expecting the draft Twinning fiche on Blood Safety and the ToR for the TA on Tissue and organ transplantation – should you need any further help from our side on top of the assistance received from MFA, do let us know.

 

Finally, to complete the picture, should any further specific need for short-term support come up in these processes over the incoming months, possible future support on public health matters could be considered under the new TA on the implementation of the Association Agreement - already operational early March 2019.

Many thanks again for your follow up on potential TA areas in the health sector. The ministry leadership fully recognizes the importance of having the National Health Reform Strategy which could serve as a guiding framework for the Government and all partners throughout the reform process. I would appreciate your guidance on the possibility of technical assistance and needed steps to be undertaken by the Ministry to gain access to this TA. On our side, the ministry will establish the National Working Group for the strategy development to ensure wide participation of all stakeholders and transparency of the process.

More urgent indeed are the twinning fiche and Terms of References for the TA, but in the wider picture the national health reform strategy is the key priority element missing. Should you need our assistance to move ahead on that front, pls do not hesitate to ask.

I hope you are doing well and was satisfied with the recently conducted Study visit to Italy organized by the Twinning on environmental health. Thank you for  advice to contact Deputy Minster Barkalaia on the Public Administration  Reform (PAR) Technical Assistance topics. We met her last week and went through PAR related cross-cutting topics and  possible cooperation. Now for the Non-Key Senior health expert we shall meet with a new Deputy Health Minister who’s appointment shall be formalized these days. We would be grateful If you could let us know when new Deputy Health Ministry is appointed ad facilitate in appointing a meeting with her.
