Thanks for the update! I am glad to hear that you have received applications from a large pool of candidates, and the selection will be completed next week.

 

In principle, we agree with you in the priorities that you listed. In fact, we have been talking some of these activities/project since last September. The project will not only provide support to fight with COVID-19, but also contribute strengthening the health system of Georgia.

 

From the technical point of view, all the four areas you mentioned make sense and fit well with the project objectives. However, it would be good to discuss operational/legal details such procurement to make sure that we follow the investment financing project (IPF) guidelines of the World Bank.

 

If you want, we can have a call discuss to details before or after the PIU is established with our team.

Many thanks for your follow up and assistance with the project start up. Just to give you a brief update on recent developments:

  1. PIU staff interviews are scheduled for tomorrow on May 22nd and on Monday May 25th. We will have the team completed early next week. Thanks to Nino and Tamar for their willingness to attend the interviews and provide their feedback on shortlisted candidates.
  2. Following our conversation this morning I’ve discussed the implementation priorities with the ministerial team. Of course the project can realistically cover only most urgent needs, which are (1) Renovation and equipment for former oncology hospital in Tbilisi to establish a multy profile COVID clinic (2) Procuring needed equipment for Infectious disease hospital; equipment for  Rukhi Clinic and if funding allows for Batumi clinic. (3) Strengthening capacity for ambulance services (4) Supporting Regulatory Agency with cars and IT technologies so that they are adequately equipped to monitor facilities for compliance with IC requirements. This activity has not been discussed before. Over the last few weeks we found it extremely difficult to conduct intensified monitoring (cars were borrowed from other state agencies, IT equipment failed to work for video conferences etc.) Would be helpful to know, if this support can be eligible for the project funding.

Dear Volkan I would appreciate your feedback on activity 1 and 4 in particular.

For post crises plan development TA, I will get back to you with more specific task description. We should have the initial draft by early next week, meaning that we will be using internal resources for this. However, we will see if any further input will be needed.

Bank Facilitated Procurement (BFP) as an emergency response option to COVID-19

Process Overview

Responsibilities of the Client and Bank after BFP is signed and list of emergency medical goods/equipment identified and enclosed to the countersigned BFP letter:

Client:

  • Agrees on the emergency list of the medical goods/equipment;
  • Signs contract with the supplier;
  • Makes advance payments, where applicable through direct payment;
  • Responsible for ongoing contract management.

 

Bank:

  • Develops an agreed list of priority goods with acceptable technical standards, actual quantities required (including development of TORs for TAs);
  • Manages Client liaison on details/follow-up;
  • Matches demand by material type and country to best available supply. If nil/low supply - highlight possible alternatives to follow-up with demands;
  • Negotiate prices and contract terms on a Direct Payment basis, and may also involve some advance payment;
  • Prepares draft contract between Client and supplier and provides it to Client for review and award decision.

Note: In offering BFP to Clients the Bank is not acting as an agent of the Client, and is not a party to the contract between the Client and the supplier.

I am glad to hear that Georgia is already discussing strategies for next steps and plans for long-term perspective. As you know we allocated funding for TAs under the project, this funding can be used for this consultancy service. I am copying our procurement team to keep them in the loop and make sure I don’t miss an important detail regarding the eligibility.

 

By the way, Georgia was mentioned in Washington Post newspaper this weekend as one of the countries that USA and other countries can take lessons from. Here is the link:

Dear Volkan

 

I hope all is well with you? These days we’ve been discussing strategies and approaches for next steps for adequate COVID 19 response in the medium to longer term perspective. As you may know the Government has recently introduced an overarching  post crises plan which has to be followed by sector specific plans. We thought it is the right time now to bring all health stakeholders together to plan for the next phase and develop targeted post crises strategy for the health sector development. May I ask if it would be possible to mobilize TA with the WB support to assist us with this exercise. We could identify a senior expert with international experience currently based in Georgia to assist with developing the post crises health sector strategy.

I would appreciate your feedback on that and if you think this is feasible, we can then elaborate details.
