In addition, the stressful pandemic situation identified the urgent necessity to improve reimbursement system in Universal Health Care, especially for those actively involved in COVID case management. The project will finance the one of costs related to reducing the period between service provision and payment.

We would like to discuss:

  1. Timeline for setting up Project Implementation Unit (PIU) and preparing Project Operations Manual (POM)
  2. Confirming dates for appraisal (April 24, Friday?) and negotiations (April 30, Thursday?)
  3. We have also a few project design questions, some of these questions are needed to answer peer-reviewers questions:
    1. More information on how quarantine cost estimated
    2. How global budget to cover private sector revenue lost estimated
    3. Methodology for case management budget allocation (# of cases estimated, estimated average cost, etc.)
    4. current efforts on “contract tracing”
  1. Following up Luis’s email (attached), MOF’s decision for
    1. the amount in “loan choice worksheet”
    2. using the total amount of the loan vs partial disbursed amounts as the amount to fix the rate
  1. Procurement capacity assessment and Environmental and Social Commitment Plan (ESCP)
  2. Confirmation of signing documents electronical with “docusign”.
  3. Other issues
