Apologies for the long silence from my side over June and July since my progress was side-lined
by other commitments. I hope this finds you well and secure under the ongoing pandemic circumstances.
Please find attached a draft terms of reference (ToR) for the first assignment under our MoU:
“Improving nursing and midwifery skills in Georgia: Establishing a professional regulator, licencing and registration”. Would you be able to review it over the coming weeks and make any changes or additions you see necessary? I will be on annual leave between
10 August and 1 September but I hope that we’ll be able to finalise the ToR in early September and open the procurement procedure to launch the work in October or November. Would this timing work from your side?
In terms of potential delivery partners, the Georgia-based
Curatio International Foundation appears to offer a very good fit for this assignment (see: http://curatiofoundation.org/). Do you have any experience of working with them?
Other possible delivery partners Katie and I have identified include the National Council of State Boards of Nursing (NCSBN) (https://www.ncsbn.org/index.htm), the
Health Policy Partnership (https://www.healthpolicypartnership.com/our-work/projects/) and Ms Tata Chanturidze at
Oxford Policy Management (see: https://www.opml.co.uk/people/tata-chanturidze). We will look in more detail for possible consultancies and also welcome any
recommendations you may have of local or international experts suitable for delivering this work.
Do please let me know your thoughts on the draft ToR and possible delivery partners and let’s
plan for a detailed catch-up call in early September in case you are available.

Many thanks indeed for your quick responses on this and for all of the excellent comments. I’ve integrated virtually all of these now
and I attach the final version for your files. We will issue this tomorrow in time for the weekend press.
In the meantime do please let me know in case you need any support regarding the final minor step in
DocuSign to finalise the MoU.
In any case, Katie and I will be in touch in the coming fortnight as we begin setting out the ToR for the first concrete assignment
under this work (relating to Objective A).
