I revert back to your regarding the Technical Assistance Program AFD is proposing to finance to support the Ministry in the implementation of the ongoing reforms, especially those expected within the Social Welfare PBL funded by AFD.

 

We are in the process of fine-tuning the TA proposal for the Pillars 1 and 3 based on the comments made by the relevant departments of the Ministry. I was wondering whether you could review the proposal made on the Pilar 2 related to health policy and whether you would have any remarks, comments or questions.

First of all, I would like to wish you a Happy New Year 2019!

 

Following the exchanges held in November 2018 on the content of the technical assistance (TA) provided by AFD in support to the implementation of the reforms to be undertaken by the Government of Georgia within the framework of the Social Welfare PBL, I send you attached the aide-mémoire of the mission and the consolidated TA proposal. We hope this proposal takes into consideration all the needs identified at this stage. As mentioned in the TA proposal, the activities can be adjusted on a regular basis within the framework of the Project Coordination Group to be established.  Should you have any comment on the document attached, we would be grateful for sharing them with us at your earliest convenience, so that we can agree on a final version.

 

The objective is to start the TA at the end of Q1 2019 or beginning of Q2 2019. Meanwhile, I remain at your entire disposal for any further information or meeting.

Dear partners,

 

As you know, the Government of Georgia and AFD are about to sign the first tranche of a Social Welfare Policy Based Loan (PBL) program (2018 – 2020), for an amount of 35 M € in 2018.  

 

In addition to the loan, AFD has also extended a grant envelop for Technical Assistance (TA) of 500 000 € to be renewed once in the duration of the program. This TA would aim to accompany the implementation of the actions required by the policy matrix linked to the loan. This TA will be implemented by Expertise France (French Public Agency for international cooperation ). The content of this Technical Assistance still needs to be finalized and your input will be essential.

 

Mrs. Marie-Pierre Nicollet, AFD’s Director for Demographic and Social Transition, Mr. Nicolas Le Guen, Task Team Leader in charge of the PBL Program and Mr. Andrei Tretyak, head of the social protection division at Expertise France, will be holding a mission in Tbilisi on November 8-9. We would like to use this opportunity to move forward on the designing of this TA program. To do so, we propose to hold a joint meeting with you and your teams, if possible on Friday the 9th of November at 9:30 am.

This meeting will also be the occasion to finalize the sources of controlling of achievement of the matrix’s triggers.

 

You will find enclosed the finalized version of the PBL policy matrix.
