I am glad to have this opportunity and would like to thank you for your valuable inputs in the evaluation process and please be informed that that the evaluation of UNFPA third country programme (CPE) 2016-2020 is progressing as planned.
As we move through the process of the evaluation exercise, the country evaluation team concluded the field phase. As per policy and procedures, at the end of the field phase, the country evaluation team should provide the UNFPA country office and ERG with a debriefing presentation on the preliminary results of the evaluation, with a view to validate the preliminary findings and test tentative conclusions/ recommendations for developing country case study.
As your support and collaboration is highly important and valuable for us, UNFPA Georgia country office would like to invite you to the debriefing meeting RE: the preliminary results of the evaluation to discuss and comment on the findings/deliverable produced by the evaluation team.
Findings will be presented by the national evaluation team – Ms. Nato Alhazishvili, who will present findings of the Gender, and PD portfolios and Ms. Mzia Tabatadze for SRHR and HIV portfolios. The International consultant Ms. Alison King will be joining us via the skype and discussion will be led by the UNFPA Georgia country office.
The meeting will be held on Thursday, 11th April, at 14:00 -15:30, UN Conference Hall, UN House.

Dear Colleagues,
Many thanks for your interest to participate in Reference Evaluation Group (ERG) and support the UNFPA third Country Programme Evaluation (CPE) 2016-2020.
According to the UNFPA guidelines, the ERG’s key task is to review and provide inputs to the country case study (Georgia), which encompasses providing feedback to the evaluation design report, facilitating access of evaluators to information sources, and providing comments on the main deliverables of the evaluation, in particular the country case studies at the draft stage.
As we move through the process of the evaluation from the design to dissemination stages the members of the ERG will be invited to discuss and comment on the deliverables produced by the Evaluation Team.
As it has been communicated, the ERG will be operational from the beginning of November 2018 till May 2019. Establishing a well-balanced ERG helps to ensure that the country programme evaluation to cover the issues relevant to and important for the key stakeholders of the country programme.
The ERG for CPE is comprised by the following representatives from UNFPA, as well as relevant stakeholders from partner government, non-government organizations and development partner;
1) Marina Darakhvelidze - Ministry of of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs of Georgia
2) Ketevan Goginashvili - Ministry of of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs of Georgia
3) Mariam Jajanidze - Adviser at Human Rights Secretariat of Government Administration of Georgia/ Secretariat of the Inter-Agency Commission;
4) Shorena Tsiklauri, Head of Population Census and Demographic Statistics Department at Geostat
5) Gigi Bregadze - Democratic Governance Team Leader at UNDP
6) Nino Tsereteli – Executive Director, NGO Tanadgoma
7) Lela Sturua – Head of the Non-communicable Disease Epidemiology and Health Promotion Department at NCDC&PH
8) Maia Tsereteli - Head of Department, HIV/AIDS, Hepatitis, STI & TB , NCDC&PH
9) Natalia Zakareishvili – Programme Analyst, UNFPA
The evaluation will unfold in five phases, each of them including several steps. (Please see details in the attached TOR)
Preparation phase; Evaluation design phase; Training phase; Field phase; Synthesis and dissemination phase.
The evaluation team will consist of:
1) Team Leader (International expert (currently recruited) with overall responsibility to conduct the evaluation and develop the final evaluation report in Turkey, Azerbaijan and Georgia.
2) Two National Experts with overall responsibility for field data collection, data analysis, drafting of Country Case studies and providing support to the Team Leader
3) Research Assistant - To provide assistance to Team Leader.
Your support and collaboration is highly important and valuable. Following up this communication I am sharing the evaluation TOR for your information. At this stage, Team leader (Alison King, International Expert) and Research Assistant (Mariam Sikharulidze,) are recruited, and we are in the process to initiate the recruitment process of the National Experts. We will share the TOR for national experts and ask contribution to the selection process of evaluators.

I am writing regarding the upcoming UNFPA third Country Programme Evaluation (2016-2020) that will be undertaken applying so called “Cluster Evaluation” approach and will encompass three countries - Georgia, Azerbaijan and Turkey. The ERG’s key task is to review and provide inputs to the country case study (Georgia), which encompasses providing feedback to the evaluation design report, facilitating access of evaluators to information sources, and providing comments on the main deliverables of the evaluation, in particular the country case studies at the draft stage. As we move through the process of the evaluation from the design to dissemination stages the members of the ERG will be invited to discuss and comment on the deliverables produced by the Evaluation Team.
Thus, establishing of a well-balanced ERG helps to ensure that the country programme evaluation covers the issues relevant and important for the key stakeholders of the programme country (Georgia).
With a view of all this process, according to the UNFPA Evaluation guidelines, the ERG shall be established not later than beginning of November 2018 and shall stay operational till May 2019.
I am writing to kindly request you to nominate relevant staff from the Ministry to participate in the ERG. We would appreciate participation of Ms. Marina Darakhvelidze and Ms. Ketevan Goginashvili in this group, as both have been in close collaboration with the Country Office for implementation of the SRH portfolio.
Your support and collaboration is highly important and valuable for us. With your permission, Natalia Zakareishvili, Programme Analyst, acting as an evaluation manager for this initiative at the UNFPA/Georgia, will follow-up on this communication and share the Evaluation TOR and brief members of the ERG.
