I reviewed both files… and I found some minor discrepancies in previous years. To make the story short, I reconciled FS.1.1 | FS.5 with HF.1.1 | HF.2.1.

The differences between HF.1.1, HF.1.2 and HF.2.1, are all understandable (you can see at the bottom in quality check table), and I explained everything in the Metadata (for FS.1.1 and FS.1.2 as well for HF.2.1).

I attached your original file (GEO-27.10.2019) with the quality control table at the bottom, so you can compare it with the latest version 20191030 GEO and track easily all modifications I made.

I am available to discuss all the changes with you in the morning, or if you are comfortable with the revisions, I can send these files to WHO HQ by 11:00 (to make sure that we are not late and they upload these numbers).

Dear Keti,

Have you changed anything in the Mini for 2017?

I am afraid the numbers in the Mini 2017 and in “2000-2017 Update” for 2017 do not match. Presumably because of entering numbers in millions in GHED while in “HF x FS 2017” numbers are entered in nominal values.

We will send the HF x FS 2017 but we are not sure the HQ accept it.

The WHO HQ asked to send the revised HF x FS matrix for 2017,

Can you please revise/update “HFxFS 2017” worksheet so that numbers in column U (2017) in worksheet “2000 – 2017 Update” become identical to FS and HF sub-categories for 2017 in GHED?

1.      Check the metadata the first of all. I was not sure about sub-national government schemes. Did they buy insurance for their employees? Or did they buy insurance for vulnerable/poor population?
